Mooresville Business Center Update: Manns presented a contract from V3 to provide project bidding <br />administration and INDOT Permit guidance on the signal at SR67 and Merriman Road. The previous <br />engineer that designed the signal does not provide bidding administration. Manns explained the <br />Commission received a covenant from INDOT that allows the Commission to construct the signal once <br />traffic counts warrant it. The signal has been designed by the Commission and approved by INDOT, but <br />the Commission must still go through the permit process and then must bid the project. Commissioner <br />Culp made the motion to approve the contract with V3 updating point 15 to read the State of Indiana. <br />Commissioner Heidenreich seconded the motion, which carried 4-0. <br />Fire Station Update: Manns shared she spoke with Chief Dalton and requested quotes for an electronic <br />sign. <br />Patel Site Update: Manns shared that the Commission received one RFP for the Build -Operate -Transfer <br />agreement regarding the road and corresponding infrastructure needed from Commercial Team <br />Construction (CTC). The RFP has been provided to the subcommittee. Legal counsel has made a cursory <br />review and the submittal looks fine from a legal standpoint. Manns presented an hourly contract from <br />Banning Engineering for plan review to review the submittal. She shared the overall cost should be <br />around $5,000. Commissioner Culp made the motion to approve the contract with Banning Engineering <br />as presented. Commissioner Heidenreich seconded the motion, which carried 4-0. <br />Parks Update: Manns shared that legal counsel has been working on a Reimbursement Agreement in <br />which the Commission would provide an amount not to exceed $3,150,000 to the Parks Department for <br />construction and hard costs. Assistant Superintendent of Parks Keelen Simpson was in attendance to <br />answer questions. Attorney Steuerwald specified the agreement was to reimburse for projects and after <br />bids were received, the Parks Department could submit the request to the Commission for a transfer of <br />funds. After some discussion, Commissioner Culp made the motion to table the parks discussion until <br />more information is gathered from Superintendent Cornelius. Commissioner Williams seconded the <br />motion, which carried 4-0. <br />Legal/Managerial Update: No legal update. <br />Manns shared there is an upcoming meeting with CDFI Friendly Bloomington on October 23rd if anyone <br />is interested in attending. She also took a minute to remember Tim Currens and the contributions he <br />made to the Town and the Redevelopment Commission. <br />New Business: No new business. <br />
