the Town Council to allocate. Attorney Steuerwald shared the Commission could pay for a capital <br />expense the Town was already planning to incur, but then the Council must decide whether or not to <br />reallocate those funds. It also is account specific. The Commission collectively shared their <br />understanding that this is a need but unfortunately there is nothing that can be done at this time. <br />Mooresville Business Center Update: Manns will continue to work with V3 on the signal bid review. If <br />those reviews and recommendation is received soon, she will reach out regarding a special meeting to <br />award the contract. She noted lead time for signal poles is lengthy. <br />Patel Site Update — Manns shared there has been ongoing negotiations regarding design for the road <br />with CTC. Banning Engineering has reviewed the comments for a third time and comment has been <br />provided back to CTC. Once we have agreed upon the road design, the BOT agreement can be <br />formalized. This likely will take place in March, possibly April. <br />Main Street— Manns shared the design team held their first office hours on January 17'h at Harris & <br />Currens. The first public open house was held at Bran & Shorts on January 24't'. There was a handful of <br />participants. With Commissioner Swinney joining the Commission, there is now an issue with a quorum <br />for the subcommittee. After some discussion, Commissioner Culp volunteered to step off of the <br />committee. The committee will consist of Commissioner Swinney, Commissioner Heidenreich and <br />Superintendent of Public Works Dave Moore. Manns will also participate. The steering committee <br />meetings will have reoccurring meetings once a month at noon on Tuesday. Manns also noted that the <br />design team has been asked to be the speaker for the chamber luncheon in May. For that month, there <br />will not be office hours but instead the design team will present to the chamber. <br />Manns also shared she received quotes regarding light poles for two parking lots along Main Street in <br />preparation of construction. She has asked Dave Moore to review and will have more to discuss in <br />March. <br />Legal/Managerial Update: No legal update. <br />Manns shared the parks department received RFQ proposals on January 315L and are currently in the <br />review stage. Parks Superintendent Phil Cornelius will be at the March meeting to discuss the status. <br />Commissioner Culp asked the status of the brownfield assessment grant. Manns shared..that CDFI <br />Friendly Bloomington has a new executive director whom she is meeting with Monday, February Stn <br />along with the engineering firm that's been hired to oversee the project. <br />
