the road design for the remainder of 2023. Banning Engineering provided oversight of the plans on <br />behalf of the Commission and the Town. <br />The Commission provided a letter of support regarding the READI 180 Makeover Grant for Harris & <br />Currens building renovations using the Main Street program as the public match. <br />Commissioner Culp made the motion to accept the April 15`h report as presented. Commissioner Pipkin <br />seconded the motion, which carried 5-0. <br />Old Business: <br />Mooresville Business Center Update: Manns shared she's continuing to work with V3, INDOT and <br />Morphey Construction on the signal at Merriman Road and SR67. Currently there has been a request <br />from INDOT for a Maintenance of Traffic (MOT) plan. Manns is trying to work through that without a <br />formal written MOT plan but requested the Commission approve a quote from Traffic Engineering for <br />$3,500 to complete the MOT requirements per INDOT if required. Commissioner Culp approved the <br />contract with Traffic Engineering in the amount of $3,500 contingent on the need. Commissioner <br />Swinney seconded the motion which carried 5-0. <br />Patel Site: Manns has worked with Attorney Starkey on the Build -Operate -Transfer Agreement for <br />Commercial Team Construction, LLC. A copy of the agreement has gone back and forth with the two <br />parties for consideration but is still in draft form. She may request a special meeting to execute the <br />agreement later in April. <br />Main Street: Manns provided a lighting contract with Banning Engineering for design for the East Main <br />public parking lot. This would allow for topographic survey, electrical engineering, project management <br />and construction services in the amount of $11,300. Construction services are estimated at a total of <br />$2,160. Total contract amount is $11,300. Commissioner Pipkin made the motion to approve the <br />lighting contract with Banning Engineering as presented. Commissioner Culp seconded the motion, <br />which carried 5-0. <br />Parks: Commissioners Culp noted that he along with Commissioner Pipkin and Manns participated in <br />the steering committee kickoff call for the parks departments 5 year plan. <br />Legal/Managerial Update: No legal update. <br />Review of Claims: The claims were presented in the amount of $23,105.75. Commissioner Culp made <br />the motion to approve the claims as presented. Commissioner Swinney seconded the motion, which <br />carried 5-0. <br />
