Manns shared the conceptual plans had been revealed, which is a combination of mainly conceptual <br />designs 2 and 3. The next few months will include actual design. Banning will likely be at the December <br />meeting for final planning and bidding. Based on the current status, it may be January before bids are <br />opened. <br />Parks: No update. <br />Sewer Update: Council President Tom Warthen presented information regarding the request for <br />$2,700,000.00 to fully fund the sewer expansion project. He explained the Town Council raised sewer <br />rates 3 years ago with the expectations they would fund phase I and 11 of the sewer expansion. They did <br />bond for phase 1, shortening the length of the bond, thus increasing annual payments. They have hired <br />HNTB to look into the sludge thickening process and have a few other projects that need attention at <br />the wastewater treatment plant (WWTP). Commissioner Culp asked about rate increases and automatic <br />review of rates. Councilman Warthen said they were not given the option to put that into the ordinance <br />at the top by advice from legal counsel. The WWTP was designed by HNTB to be 3.5M GPD. IDEM rated <br />it at 2.5M PGD and currently they are at about 1.7M GPD. <br />Commissioner Pipkin shared she thought the Town should also contribute to the project as the <br />remaining balance was being taken care of by Morgan County's ARPA funds. Commissioner Swinney <br />voiced his support of the project. <br />After some additional questions by the commission and conversation with Councilman Warthen, <br />Commissioner Culp made the motion to contribute up to $2,700,000.00 to the project and to allow the <br />Clerk -Treasurer to transfer the money pending approval of the bid. Commissioner Swinney seconded <br />the motion, which carried 5-0. <br />Legal/Managerial Update: No update. <br />Review of Claims: The claims were presented in the amount of $625,426.40. Commissioner Culp made <br />the motion to approve the claims as presented. Commissioner Pipkin seconded the motion, which <br />carried 5-0. <br />For the Good of the Order: Commissioner Swinney shared his appreciation of the time capsule event at <br />Newby Gym. <br />Commissioner Pipkin noted what a great event the Interfaith Celebration was by Mooresville 200. <br />
