97 <br />November 5, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, November 5, 2024, at 6:30pm <br />at the Mooresville Government Center. <br />Council Members present were President, Tom Warthen and Councilmen, Greg Swinney, Jeff <br />Cook, Josh Brown and Kirk Witt. Attorney, Mel Daniel, was also present. <br />Tom Warthen gave the invocation and called the meeting to order. <br />Approval of the minutes from the October 15, 2024, meeting — Motion was made by <br />Councilman Swinney, second by Councilman Brown to approve the minutes as written. Motion <br />carried 4-0-1 with Councilman Cook abstaining. <br />Ordinance 14-2024 — Ordinance 14-2024, the Salary Ordinance for 2025, was presented to the <br />Council for consideration. Highlights of the changes are a 10% increase for Department Heads, <br />a 5% increase for full-time Police and Fire personnel, and a 4% increase for full-time civilians. <br />The longevity scale was changed to $500 per year after the first full year of service, up to 20 <br />years, to help with retention and increase the pension base. The clothing allowance for police <br />and fire was removed and added to the hourly rate, which will raise the overtime rate and <br />increase the pension base as well. <br />A motion to suspend the rules and vote on Ordinance 14-2024 on first reading was made by <br />Councilman Swinney, second by Councilman Brown. Motion carried 5-0. <br />A motion to approve Ordinance 14-2024 was made by Councilman Swinney and second by <br />Councilman Brown. Motion carried 4-1 with Councilman Cook voting opposed. <br />Bid opening for Phase II Sewer Project — Kent Elliott of Banning Engineering was present to <br />open and present the bids. Bids were as follows: <br />1. JDH Contracting- $1,964,332.00 <br />2. Lykins Contracting- $2,409,345.50 <br />3. PAF Construction - $1,574,192.50 <br />4. Reed and Sons Construction - $1,525,762.11 <br />5. Subsurface of Indiana - $2,074,099.00 <br />6. Atlas Excavating - $2,849,245.00 <br />7. Millennium Contractors - $2,461,237.00 <br />The bids will be taken under review with a recommendation at next meeting. <br />A motion to send the bids with Banning Engineering for review was made by Councilman <br />Swinney, second by Councilman Witt. Motion carried 5-0. <br />Department Head Reports—There were none. <br />Legal — The last revision to the AT&T agreement that was needed, which was the application of <br />Indiana Law, has been made and the agreement was ready for approval. This is a rewrite of the <br />Master Agreement on the services at the Police Department. <br />A motion to approve the agreement was made by Councilman Swinney, second by Councilman <br />Brown. Motion carried 5-0. <br />Public Comments—There were none. <br />Approval of Claims —A motion for approval of claims in the amount of $989,411.77 was made <br />by Councilman Swinney, second by Councilman Brown. Motion carried 5-0. <br />Approval of Payroll Clearing — A motion to approve payroll clearing claims in the amount of <br />$247,234.65 was made by Councilman Swinney, second by Councilman Brown. Motion carried <br />5-0. <br />
