MOORESVILL BOARD OF ZONING APPEALS MINUTES <br /> MAY 8, 2003 <br /> <br />The Mooresville Board of Zoning Appeals met on May 8, 2003 at 7:00 P.M. at the Mooresville <br />Town Hall. <br /> <br />Board members present were: Alan Kramer, Chairman, Chris Crouch, Don Barry, and Jon <br />Swisher. Mike Young was absent. Town Attorney, Tim Currens, was present. <br /> <br />Motion was made by Don Barry, second by Chris Crouch, to approve the minutes for the April <br />10, 2003 as corrected. Motion carried 4-0. <br /> <br />Next on the agenda was Larry Long, 32 E High Street, requesting a Variance on square footage <br />of a commercial lot, Lot 4 Block 26. Mr. Long said it was the building across from Carlisle and <br />he is getting the zoning changed from R-1 to B-1. Previously it was a lot on a minor plat, which <br />was for 6000 sq. ft. for a B-1 and 10,000 sq. ft. on the R-2 lot, and he is with drawing the minor <br />plat. He is requesting a variance for the B-1 on the whole lot, which is approximately 16,000 sq. <br />ft. Mr. Kramer asked if there were any questions from the board. Mr. Kramer read the fact of <br />finding for the variance and there being no comments, he asked for a motion on the variance. <br /> <br />Motion was made by Mr. Barry, second by Mr. Crouch, to approve the variance for square <br />footage for a commercial lot. Motion carried 4-0. <br /> <br />Next was Mr. John Larrison of Holloway & Associates, representing Mr. Steven Stover, 5812 <br />Landersdale Road, requesting a variance for a second residence. Currently there is one house <br />and a detached two-car garage; he would like to add two new rooms. One room would attached <br />the garage to the house and enlarge the garage to a three car garage. He would like to add a <br />stairway, which would lead to an apamnent over the garage. This is to provide accommodations <br />for his sister-in-law who currently lives next door to them. There is an unfortunate situation in <br />the family and the sister-in-law has to move out. She has suffered thru some hardships the last <br />year or so and basically has nowhere to go. Steve would like to build the apartment over the <br />garage to accommodate her. The existing house is already connected to city water and sewer <br />systems. He is also going to put new vinyl siding on the house and no additional parking will be <br />created. This will be an improvement to the area and the neighbors are supporting them in the <br />improvement. Mr. Swisher asked what the square footage of the apartment would be. Mr. <br />Larrison said is would be close to 700 square feet. Mr. Swisher asked what variance were they <br />asking for. Mr. Kramer said if was a variance from the prima~ use of single-family residence to <br />two family residences or a double. Mr. Currens said it was filed as a variance from development <br />standards to allow two primary residences on one lot. They are going from single-family <br />residence to a two family residence in one house, which is a double. Mr. Swisher asked if there <br />was a minimum square footage on a double. Mr. Currens said there was. Mr. Kramer said <br />without looking it up he was not sure, but minimum square footage was probably more than 700 <br />square feet. Looking at it another way only one person could live in an area that small. Mr. <br />l_zm'ison said with the two rooms he was adding the existing house would have a total of 1800 <br /> <br /> <br />
