Mr. Holloway showed the draining calculations and explained where in case of the 100- year storm event how the drainage would be taken care off. Mr. Holloway explained the reason for the apartments is so that some of the elderly members would have a place to live where they would have each other for company and someone to watch over them. He also showed where the parking would be to the rear and the west. Alan Kramer asked if the proposed buildings and parking lot would drain into the detention pond and the only thing left is the existing parking and drive way. Mr. Holloway said that the discharge from the pond would be less than half of what it is at this time. A curb will be put in to direct the drainage from the Condos and put in trees and shrubs to help with light blocking. Jim Cunningham St. Rd. 144 had concerns about how close the trees would be coming to the road. Mr. Holloway said that they would be at least 200 feet from the road. Mr. Cunningham also said that the lake across the road cannot take any more water. Mr. Cunningham also asked about the people that would be living in the apartments would they be elderly or handicapped. In response Mr. Holloway answered the question about the lake, he said that at this time the 10- year storm event drainage would be 2.17 cubic feet per second, the 100-year event would be 4.22 cubictplr1.'M(;"nd so with the improvements it would be 2.22 cubic feet per second. As far as the elderly, there will be older but not necessarily handicapped. Chris Couch asked Mr. Holloway to explain the dry pond. In response Mr. Holloway said that the rainwater would be directed to the dry pond it is about 2 feet deep, 200 feet long and 60 wide. There will also be a pipe to control the discharge at 2.06 cubic feet per second. There were several comments about the drainage Mr. Holloway explained that the drainage would be better than it is at this time. Robert Rickard 11,800 Civic Circle also had drainage concerns. Chris Crouch asked Mr. Holloway to show where the drive was coming out. Shirley Burton of 11,780 Civic Circle also had drainage concerns as well as car light concerns. After a 15 minute recess, Mr. Holloway gave a summary of what they are commenting to do. The plat presented is the plat they are planning to develop, the 6 apartments. And they will plant screening plantings along the east side of the access drive. They will install a curb along the drive and install a storm water pipe on the end of the curb to collect all of the existing storm water from the parking lot to the retention pond. With no further questions or concerns Chairman Alan Kramer read from his notes, the following: They have agreed to a sight block beginning 50 feet north of the east line of the proposed drive. A curb beginning on the north edge of the east end of the existing parking lot and extending 100 feet south of the south line of the parking lot and also a cross over pipe to take the water from the east side of the existing drive way to the west side into a enlarged detention pond. With no other question or comments Alan Kramer read the considerations for variance of use. Motion was offered by Chris Crouch to approve the variance with the stipulations stated above Donald Barry made the second the motion carried 3-0 with none opposed. Mr. Holloway will bring a copy of Exhibit A for the records and he will send copies to the people on Civic Circle.
