This <br />'-- extraction area is 1050 feet thru the woods from the Charmi1 estates and 950 feet from <br />Morningside Addn. Dredging is to be used as method of extraction exactly like most extraction <br />operations. Access would be entirely thru existing road to the Bodell farm. The entrance will <br />be upgraded to meet requirement standards. A house on the backside ofWiIlwood Addn. will be <br />400 feet from the creek which is 500 feet from the proposed extraction area. Two main issues <br />members of the audience had were: Property devaluation and lowering of wells. This property <br />is currently zoned agriculture and the masterplan is B-3. Commissioner McGuire said noise and <br />dirt might be a concern as it is with people who live along Highway 267 and that Highway 267 <br />looks more like ajunkyard all the time. Mr. Holloway said this mineral extraction would not be <br />visible and the owners would agree to annexation. <br /> <br />Charles Holder, resident ofCharmil Estates, said he was presenting a request to ask for 3 <br />motions. To immediately reject the petition, to continue, or denial of the petition. He said the <br />500 and 100 yr. plain extends farther than it shows on the map. Mr. Hopkins owns 104 acres due <br />east of this with no access to it and asks the Commission what keeps him from coming back and <br />gaining another access. He said traffic was terrible between 6:45 A. M. and 4.45 P. M.and there <br />is enough land already zoned Industrial for growth for the next 50 to 70 years. Jim Cox of 65 <br />Woodside Dr. asked Mr. Holloway how he can say this won't affect quality of their wells. Mr. <br />Holloway said he couldn't but he could have experts come in to talk to them. Mr. Holloway <br />can't be at the April meeting, so it would have to be in May. A resident from 69 Woodside <br />Drive stated she had severe asthma and the dust would bother her greatly. Bea Carroll said she <br />moved from Highway 267 because of the filfth and noise of the other mineral extraction area and <br />it took over a year to sell their home, and now their new house is going to be 400 feet from <br />another gravel pit. Motion was made by Commissioner McGuire, second by Commissioner <br />Marshall to grant a continuance to the May meeting and requested a site visitation, the motion <br />was amended by a request from Mr. Holder for another 30 days and continue to the June 25th <br />meeting. Motion carried 6-0. A Charmil resident stated their residents were lied to about how <br />many people would work at Woods Wire by the former EDC Director. The residents want a site <br />visit also and asked if Mr. Holloway would mail everyone a notice of the site visit. This was <br />agreed on and a date was set for April 10, 1999, a Saturday morning, to have the site visit. <br />Residents signed their name to a sign up sheet before leaving the meeting. Notices were posted <br />,,---and put in the newspaper. <br /> <br />Next Jeff Banning-698 Tower Road- Plainfield presented Dunbar-Ragan Addn. Rezone from R-1 <br />to R-3, a six unit apartment on 3 lots between Carlisle and St. Clair Streets on Bishop Avenue. <br />This was tabled from the previous meeting. The height of the Townhouses would be not more <br />than 30 feet. Commissioner Ehrhart asked why they thought this area was desirable to be multi- <br />family. Mr. Banning said because there were multi-family units already in this area.. <br />Commissioner Ehrhart said he thought doubles were more pleasing than apartments. Rick Lee, <br />203 St. Clair Street said frank Lowry tried this rezone previously and was unsuccessful. See <br />attached list of concerns to these minutes. Mr. Lee is asking for R- I or R-2 with single story <br />double. Mr. Lee said Townhouses would be taller than any of the homes around the area. <br />Commissioner McGuire asked if the picture shown indicated what looked like a two story home <br />'-" owned by Mr. Lee.
