After much discussion, a motion was made by <br />Commissioner Abbott, second by Commissioner Pygman to recommend to the Town Council to <br />rezone this property to 1-2 because it is in compliance with the Comprehensive Plan. The motion <br />carried 8-0 because Commissioner Bennett was called to a fire run and was not present for the <br />vote. <br /> <br />Next, Ross Holloway requested a rezone from B-3 to PUD I for the KrivoshialButler property <br />located on Highway 67 across from the Merriman Property. This property consists of 75 acres <br />and they want to keep two small parcels a B-3 zoning ( 1.4 and 2.2 acres), a buffering strip <br />around the entire parcel, a 4 acre retention basin, and would be committed to following the <br />Town Ordinances. Stan Butrurn stated Industrial will flood his property, also speaking in <br />opposition were Dan Robinson, Delores Smith, and President of Council for Church <br />Campground located next to the property. After a lot of discussion, motion was made by <br />Commissioner McGuire, second by Commissioner Ehrhart to recommend to Town Council to <br />deny this petitition and leave the zoning lB-3. Motion carried 5-3. Commissioner Young <br />abstained and Commissioner Pygman, Abbott, and Bennett were opposed. <br /> <br />Ross Holloway presented the Special Exception for Southbridge Crossing, Lot 4D for Big 0 <br />Tires. This is a variance in use and requires a Special Exception. The BZA asked Plan <br />Commission to find if acceptable use. Motion was made by Commissioner Abbott, second by <br />Commissioner McGuire to report to the BZA that property use is not adverse to the Master Plan. <br />Motion carried 9-0. This goes to the BZA next. <br /> <br />Next, Ross Holloway presented the rezone petition for Ewing Properties for 25 acres owned by <br />Hopkins, Caperton, & Stafford from Agric. to PUD- Res. This same piece of property was <br />approved for Cluster Homes for Hopkins, Caperton, & Stafford. These homes were not <br />marketable due to the opening of Heartland Crossing. The plan calls for 2.7 units per acre and 7 <br />single family lots, a total of 67 units. The doubles are wholly maintained by Ewing Properties. <br />Two bedroom doubles are 1100 sq. ft. and rent $600 to $650.00 and three bedroom doubles up to <br />2,000 sq. ft. and rent $750 to $800.00. Several people spoke in opposition to the development: <br />Bill Clark, Teresa Brooks, Ralph Harris, Brian Nelson, Maurice Davison, and Mike Pernell, most <br />of them from Knightsbridge Subdivision. Also Bill Ball, Tom Sanborn, and Martha Thompson. <br />Mr. Ewing stated that Bridge Street being finished was one of the conditions of the purchase. <br />Motion was made by Commissioner Abbott to recommend to the Town Council that Preliminary <br />PUD be approved. No second was forthcoming, so the motion died. Motion was made by <br />Commissioner McGuire, second by Commissioner Young to recommend to the Town Council to <br />deny the petition for a PUD RES. Motion carried 7-1. Commissioner Abbott opposed and <br />Commissioner Kimmel abstained. <br /> <br />In other matters the Commission discussed 545 North Indiana Street and gave this to Joe <br />Beikman to investigate, extra large sign on West High Street still not changed, a Gifts and Dolls <br />store on Indianapolis Rd.
