<br />~ Motion was made by Bill Abbott, second by Vern Kimmel <br />to approve the four (4) lot minor plat for Merle B. and <br />Radonna C. Sears for part of the NE/4 of the NE/4 of Section <br />10, and part of the W/2 of the NW/4 of Section 11, all in <br />T13N RIE, containing 68.847 acres more or less contingent on <br />the petitioners receiving their septic permits. <br />Motion carried 7 - 0. <br /> <br />Mr. Ross Holloway appeared before the Plan Commission <br />requesting a rezone for the property owned by Frank Lowry <br />Limited Liability Company from B-1 to R-3. This property is <br />located at Crosby Road and State Road 67, containing 6.133 <br />acres more or less. Mr. Holloway explained the reason for <br />the request for a zoning change is to allow apartments to be <br />constructed on this parcel of land. <br /> <br />Mr. Holloway explained this development would consist of <br />five buildings with a total of seventy-six (76) units, with <br />access from Crosby Road. <br /> <br />Commission member Charles McGuire explained that his <br />concern in regard to this petition is that there is no <br />guarantee apartments will be constructed on this parcel. <br /> <br />'--' <br /> <br />Building Inspector Joe Beikman stated that a plat would <br />have to be submitted prior to construction on this parcel of <br />]and giving the Plan Commission an opportunity to review <br />proposed construction. <br /> <br />Mrs. Shirley Welker, 763 N. Indiana Street, stated her <br />concern in regard to the number of students apartments will <br />add to the Mooresville School Corporation. <br /> <br />Mrs. Shirley Pauley stated that the Comprehensive Plan <br />has this parcel of land designated as Industrial and the Plan <br />Commission should not deviate from the Comprehensive Plan. <br /> <br />The Commission discussed this petition in detail. <br /> <br />Motion was made by Charles McGuire, second by Bill <br />Abbott to recommend to the Mooresville Town Council a rezone <br />from B-1 to R-3 for the property owned by Frank Lowry Limited <br />Liability Company located at Crosby Road and State Road 67. <br />Motion carried 5 - ° - 2, with Tim Cummins and Tim Bennett <br />abstaining. <br /> <br />Mr. Bill Abbott advised the Plan Commission that the <br />Indiana Department of Transportation is in the process of <br />developing a reconstruction plan for State Road 144. The <br />P]an Commission discussed with Board of Zoning Appeals member <br />Alan Kramer the possibility of enhancing the state's plans <br /> <br />2 <br />
