'--

'---

'--

~

Signe Nicholson then stated she had phoned the State Highway
Department and spoke with the permit division and was advised that
State Road 67 being a limited access highway and having minimum
distances due to this still did not prohibit a developer from
using accesses which are already in existence. Joe Beikman
advised that the State has acquired most of the "right-of-way"
along 67. A traffic circulation plan was discussed and the
"overlay ordinance" of Greenwood and Carmel, in particular, were
discussed. This type of ordinance would require a developer to
use feeder streets into the highway. The Board then discussed
changing the subdivision control ordinance to make the developer
provide an access plan. The Board also felt it would be a good
idea to make the developer use a frontage road as a collector
street in the middle of an area, not necessarily paralleling the
arterial street. Lastly, the impact of the number of entrances
onto a road as it affects the traffic pattern and signals should
be reviewed at the subdivision control ordinance stage.
Other changes in the ordinance were then discussed. Bob
Tucker gave his definition of aircraft which the Board agreed to
insert in the ordinance. The sign ordinance was discussed and the
fee schedule deleted. Joe Beikman then presented the maps which
were now completed for the Board to review.

The Board then discussed the upcoming public hearing on both

the comprehensive plan and proposed ordinance. In particular, the

Board felt all members should review the final draft prior to the

public hearing and the Board tenatively set a July 19th public

hearing date at the high school auditorium. The Board also agreed

-6-
