<br />introduced members of the Commission's advisory team, including <br /> <br />Myron Frasier from H. J. Umbaugh & Associates, Bruce Donaldson <br />'--- <br />from Baker & Daniels, and Mike Shaver from Wabash Scientific. Mr. <br /> <br />Kollmeyer explained how the Redevelopment Commission was created <br />by the Town Council with the intent to form a tax increment <br />finance district as an alternative way of capturing income to <br />finance improvements within the Town. He stated that there were a <br />number of projects the Redevelopment Commission had in mind, but <br />additional information and feasibility studies still had to be <br />completed before the final projects were determined. He <br />emphasized that it was not the intent of the Redevelopment <br />Commission to eliminate the property tax credits and that this <br />was written into the plan. He then introduced Michael Shaver who <br />drafted the plan. Mike Shaver advised that historically older <br />areas of the Town had financed new projects in the Town with its <br />'--' <br />tax base. He stated that this was generally the case in any city <br />or town; however, as the older areas suffered breakdowns in the <br />infrastructure, additional monies were frequently not available to <br />bring these back up to standard. Mr. Shaver noted areas in the <br />TIF district that needed improvements and advised that this should <br />not result in any type of tax increase. He stated that the plan <br />did conform with the proposed Master Plan of the Town of <br />Mooresville. Carl Moldthan from the Indianapolis Taxpayers <br />Association then addressed the Board. He stated that he had <br />received a call from someone in Mooresville concerned about the <br /> <br />Town's creation of a Redevelopment Commission to create a TIF <br /> <br />district. He stated that his first response was, "What the hell <br /> <br />'--' <br /> <br />~ <br /> <br />-2- <br />
