area was limited and felt that in the future these would become

commercial uses and that this is the highest and best use of the

property.
Chairman Kimmel then opened the discussion to the floor with
John Herzog of 218 East High Street, Mooresvi11e, Indiana. Mr.
Herzog passed out tire advertisements showing the hours of this
type of business and also signatures of neighbors who could not
make it to this meeting that were against any type of rezoning.
Mr. Herzog stated that if a tire store was put in or several other
general business uses it would affect his residence as follows:
1. It would devalue the residence;
2. Noise from compressors, impact wrenches, and other types

of uses in general business would interfere with his residential

use, he pointed out that five of the adjoining residents were
~
retired people and the sixth person worked nights and slept during

the day.

~-

......

3 . That old tires stacked outside the business could result
in mice, rats and mosquitoes in the neighborhood.
4 . The traffic conditions on High Street were already

difficult and the additional traffic would make this more

dangerous.

5. That there are several children in the area that use the

alley and that a commercial use could affect this and make it

dangerous for the children.

6. The hours of a tire business would not fit in with the

residential use.

-2-
