Signe Nicholson had a question about where the traffic would be routed, and Mr. Mills explained that it would go on to Indiana Street. Chairman Kimmel opened the meeting up to questions from the floor. Paula Westenhofer of 118 North Indiana Street had a question concerning the drainage runoff. Mr. Mills showed where the drain would be, and felt that this would help the area. Cyrus Gray of 114 North Indiana Street had the same question on the water problems that they have experienced in the past due to the broken down curbs. Steve Edwards advised that the Town Board was looking into raising the sidewalks and installing curbs to channel the water and correct this problem. There being no further questions from the floor, the Board discussed the proposed rezoning. Robert Tucker felt that traffic was the only concern. Tilford Bailey felt that the highest and best use of any property adjoining a residential area should continue to be residential in nature. Mr. Bailey also felt that this particular property could not meet the zoning requirements for a variance and based upon this, it would not be the highest and best use of the property. Dave Barry felt that this area provided a business corridor on North Indiana with the bank, apartments, tavern, and other business uses in the area. He did not feel that it would adversely affect the area. He also felt that twelve employees, going in and out of the parking lot, would not create any additional traffic problem, and that this would be -' the highest and best use.
