Page 2

'---

A general discussion followed concerning the needs of the Board.
Mr. Kingen was asked to prepare a written proposal to be submitted
to the Plan Commission for its consideration. The proposal is to
include the contemplated work that would be done by the consultant
and a statement as to the estimated fee. Mr. Kingen was given
supporting documents consisting of the zoning ordinance, the sub-
division control ordinance, and a map of the proposed buffer zone.
The Board is to expect receipt of his written reply at the next
monthly meeting.

Interested citizens appeared before the Board in regards to the
use of the property at 224 West High Street. The Board advised
the interested property owners that a letter had been sent to the
Lessee of the property on June 6, 1978, advising him that the
proposed use of the property would not comply with the zoning
ordinance. The neighbors again voiced their concern that the
property was not being properly used in accordance with the zoning
classification. The evidence that they had to offer was that there
seemed to be a substantial amount of activity at the home. Mr. Steven
Harris, Attorney, who was present on other matters at the meeting,
indicated that he represented the property owner of this property,
Pearl Meyer. At the request of the Board, Mr. Harris is going to
discuss the use of the property with the property owner. Mr. Harris
indicated he felt that the Lessee was surrendering the property
to his client and that the matter has been or will shortly be
resolved. The Board requested Mr. Lawson to write a letter to
Attorney Harris requesting that he discuss this with his client and
reply to the Board in writing.

The President of the Board noted that Board Member, Warren Grubb, Jr.
had not attended several of the last Board meetings. Mr. Tilford
Bailey was requested to discuss Mr. Grubb's absence from the Board
meetings to determine whether or not a personal conflict has devel-
oped in his schedule wherein he cannot be present.

Mr. Lawson indicated that in accordance with the prior Minutes of
the Board's meeting, he had directed a letter to property owner,
James Rippy. Mr. Lawson read to the Board a reply which had been
received from Attorney Ralph Lett, who represents the interests of
James Rippy in the alleged violation. Based upon this letter, the
matter concerning the alleged violation at the residence of James
Rippy is being tabled unless further complaints are received.
Attorney Lawson was requested by the Board to indicate this in
a letter form to Attorney Lett.

The next matter of business was concerning the violation letter
which had been sent to property owner, Marvin Bain, by Attorney
Lawson.
