The following
Board members were present:

Mr. William Abbott
Mr. George Smith
Mr. Warren Grubb
Mrs. Nan Kollmeyer
Mr. Robert Allen
Mr. Steve Edwards
Mr. David E. Lawson, Board Attorney

In the absence of an appointed secretary, Mr. Warren Grubb was
appointed as acting secretary for the meeting.

The minutes of the October meeting were read and approved: The
minutes of the September meeting were read and approved as amended.

Mr. Lawson advised the Board that the recommendation for rezoning
of the Tutewiler property which was Plan Commission Docket No.
9-1978 and which had not been approved by the Mooresville Plan
Commission has been withdrawn by the petitioners before the Plan
Commission's recommendation went before the Mooresville Town Board.

Mr. Abbott advised the Plan Commission that the Mooresville Town
Board had acted favorably on the recommendation of the Plan Com-
mission to hire Mr. W. Bruce Stauffer for his assistance in imple-
menting the buffer zone. The Board approved expenditure of funds
for Phase I and Phase II. If after completing these two phases,
the Plan Commission feels that Phase III is necessary, it was felt
that the Board of Trustees would again consider the expenditure of
funds for Phase III if the Plan Commission felt that this step was
necessary.

The next item of business was that of a discussion of amendment of
the master plan and the subdivision control ordinance with reference
to parking spaces per unit on dedicated public streets.

After a discussion as to whether or not the proposed amendment on
parking spaces should be made to both the subdivision control ordi-
nance and the existing master plan, a motion was made by Mr. Steve
Edwards and seconded by Mr. Warren Grubb and unanimously passed by
the Board that at this point in time the proposal for parking spaces
per unit on dedicated public streets as presented by Board Member
George Smith be adopted only on the subdivision control ordinance.

---

Thereafter, Mr. George Smith moved that a committee be appointed to
draft the amendment to the subdivision control ordinance which
