<br />! <br />I <br />t <br />I <br />[ <br /> <br />MOORESVILLE PLAN COMMISSION <br />April 21, 1975 <br /> <br />The Mooresville Plan Commission met in regular session on <br />April 21, 1975 at 7:30 P.M. Those members present were: Steve <br />Edwards, Bob Farmer, Bennie Mendenhall, Bill Roberson, Lewis Truax, <br />Bill Abbott and Eweather Stephens. David Lawson, Attorney for the <br />board was also present. <br /> <br />Minutes from the previous meeting were read and approved. <br /> <br />Petition #1, 1975 was presented by Attorney Steve Harris, in <br />behalf of his clients, petitioners John Barber, Andrew Schanze, Floyd <br />Schanze and Patty Sue Schanze and Mr. Lou Gagliano, proposed <br />developer of the 7.14 acres of ground bounded by properties on <br />Washington St., Hadley St., Indiana St. and Maple Lane. The request <br />is that said property be re-~ned from residential A, Single-family <br />to residential B, Multi-family. In presenting the petition, Attorney <br />Harris asked that the board consider the fol~owing points: <br />1. The Purpose of re-zoning is to assure proper zotning of the <br />land in question. <br /> <br />2. <br /> <br />Detailed plans )for buildings, streets, sewage and drainage <br />must be approved prior to any construction and plans must <br />meet all specifications. <br />. .j,y <br />At one time_property In question was zoned multi-family but <br />with the new Ordinance Code of 1971, the zoning automatically <br />reverted to residential A. <br /> <br />3. <br /> <br />~ <br /> <br />4. Proposed project is to be privately funded, with no Federal <br />funds Involved. <br /> <br />5. A report from the sanitation engineer indicated the City <br />sewer is adequate to accomodate the proposed Apartment <br />Complex. <br /> <br />6. The report of Town Engineer William Abbott indicated the problem <br />of storm water drainage could be solved. <br /> <br />Mr. Lou Gagliano, proposed developer of the Apartment complex <br />presented a purchase agreement for property to be acquired at 181 North <br />Indiana Street, which would be removed and the property used as a <br />main access route into the tract of land up for re-zoning. Tenatlve <br />plans for the entire complex, including 126 units with two (2) parking <br />spaces per unit,streets, drainage plans and and a recreation area which <br />hopefully would contain a swimming pool and tennis court. Plans for <br />drainage of storm water from the area were explained to the board by <br />Mr. Gagliano. <br /> <br />Remonstrators who spoke to the problem of increased traffic and <br />voiced objections to another street being cut thru from Indiana Street <br />were: Floyd Duncan and Maurice Reed of N. Indiana St. .M~ Jerry <br />Butcher of Hadley Street and Becky Hardin of Carter Stre~"mp spoke <br />from the standpoint of a pedestrian who feared additlonalj~elng generated <br />on an already busy street with too few traffic controls. <br />
