MOORESVILLE PLAN COMMISSION

The Mooresville Plan Commission met in regular session on
December 16, 1974 at 7:30 ~.M. Those members present were:
Steve Edwards, Bill Roberson, Lewis Truax, Bart Hensley,
Eweather Stephens and Mr. David Lawson, Attorney for the Commission.

There being no minutes of previous meetings to be read and
no old business to come before the board, we went directly into
the new business at hand.

,Befor~ t~~P'lan Commissl n w s etition # 41 1974
by' oJ 'Awl' nd vi, owners 0 a plot of ground,
7.~r~~oun ~rope ties ocate on Indiana, Maple Lane,
Washington and Hadley Streets, requesting that this parcel of land
be re-zoned from residential A, single dwelling to residential B,
multiple-family dwelling.
Petitioners were represented by attorney Steven Harris who
presented the required forms relating to re-zonlng. Forms were
examined by Attorney for the commission, David Lawson and were.
found to be In proper order.
~ Attorney Harris then introduced to the Commission Mr. Lou
G~~lano of Developers Gen. of Baltimore, Maryland. Mr. Galiano
presented tentative plans for the development of the 7.2 acres of
land for :which the re-zoning Is requested. Plans included 126 MMXI~
apartment units, off street parking and approximately one and one-
half acres tobe devoted to recreational facilities (swimming pool,
tennis courts and play ground). Primary access routes were to
be from Bridge Streets and North Street with two secondary
access routes from an alley running between Washington Street and
North Street.
After consulting with Mr. Delbert Hobson, town surveyor, it
was discovered that Bridge Street ends at property owned by Ruth
Allen, zk&x~x~ as does North Street. This leaves only the two
secondary access routes from the Alley Into the proposed develop-
men t .

Several remonstrators were present, those giving their names
were Ruth Allen, Robert Allen, Richard Allen, Rita Wilson of Hadley
Street~ Don Berry, Hadley Street. The primary concern of the
remonstrators was the traffic flow and historic problems of drainage.

After hearing discussion and questions from the remonstrators,
tM~XRljMXK~I~~I.M and those p.~sons requesting the re-zonlng it
was agreed that new plans showing better access routes would be
necessary before the Plan Commission could make a decision regarding
any re-zonlng. The Plan Commission thought It wise to have Bill
Abbott, Town Engineer check out the area and advise us of sanitation
and drainage facllltes which might be needed or pf possible problems
which might be encountered fl~XMI~ because of terrain. A motion
to take the matter of re-zoning under advisement, thereby giving the
petitioners time to make alternate plans for access routes and giving
the Plan Commission time 3to have ~l.Ml~~~Xof sanitation and drainage
d study jX~IMM* problems
before the meeting in January, was made by MlX Lewis Truax and
seconded by tart Hensley.
