<br />has a six finger septic system with tile all around, two 1,000- gallon tanks with a lift <br />station. More homes mean more septic systems. Margie Giger, 10000 N. Rooker Road, <br />showed an aerial map of the area showing this spring water running across these <br />properties. Her concerns were the erosion and her well. David Rother, 9924 Rooker <br />Road told the commission he thinks the water is a big problem. He said he had 44 acres <br />and had himself thought about subdividing, but he could not do that to the neighbors. He <br />said his house was 15 feet above flood stage and this property was 60 to 75 feet below his <br />house. Nathan Haney, 99 N. Rooker Road, stated he was opposed to the proposal. Mary <br />Kinmon, 10010 Rooker Road told the commission she testifies to seeing the water in the <br />pictures and she cannot see how their septic systems were going to drain. Doug Kinmon, <br />same address, said that when they bought a five- acre plot, he understood one house on <br />five acres and he can't see how this can be divided up into one-acre plots. Ross <br />Holloway told the commission he wanted to ask for a continuance to verify these <br />comments and bring back possible solutions. Motion was made by Commissioner <br />Bruner, second by Commissioner Ehrhart to grant a continuance to the March 27,2003 <br />meeting. Motion carried unanimously. <br /> <br />Ross Holloway of Holloway & Associates representing JDC Associates requested a <br />replat of Lot 5, Hancel Parkway, in Flagstaff. Mr. Holloway told the commission there <br />were two issues: First, divide Lot 5 into two parcels, Lot B 2.587 acres and Lot a 4.01 <br />acres, due to there being not as much ready need for the bigger lots and to proceed with <br />the division regardless of the buyer. Secondly, a request for approval of NuGenesis site <br />plan of one large warehouse building with twenty parking spaces. <br /> <br />Motion was made by Commissioner McGuire, second by Commissioner Corbin to <br />approve the division of the plat into two lots. Motion carried unanimously. <br /> <br />Doug Peters, the contractor, told the commission that Lot 5A would be built on with a <br />15,500 square foot building. They are looking at a metal building with split- faced block <br />on the lower half. The office space would be 3,000 square feet and the remainder for the <br />recycling process. Commissioner McGuire asked what was going to be recycled. Jim <br />Parker, owner of NuGenesis, told the commission they recycled appliances and were <br />currently located in Plainfield and they were in need of more space. He said about <br />25,000 to 30,000 units go thru per year. These included units from restaurants and <br />anything that contains freon. Commissioner Bruner asked if they thought they would get <br />large enough to have to file T-2 reports and Mr. Parker said no, because he didn't like to <br />have a lot of storage. Commissioner Bruner said he had talked to the Plainfield Fire <br />Marshall and another town's Fire Marshall and they couldn't see a problem with this <br />facility. The hours NuGenesis would be open are eight to five Monday thru Friday and <br />eight to twelve noon on Saturday. Commissioner Young asked if the only hazardous <br />material was mercury and Mr. Parker said yes, but the mercury is never out of the <br />capsule. Commissioner McGuire asked if all the storage goes inside and Mr. Parker <br />answered yes. Commissioner McGuire asked if the shell of the appliance was sent to the <br />scrap yard whole or if it was smashed or crushed with a shredder or processor of metal? <br />Mr. Parker said the shell was sent to the scrap yard whole. <br />
