they are addressing the serious issue of drainage that would not have been addressed otherwise.
Getting back to if not here, where, a couple years ago special needs housing that wanted to come
into the area and there was and they ended up behind Weliever's and he has heard several
comments they wished they had never put them there. They wished they had put them where
they should have been to start with. Commissioner McGuire said that was the first he had heard
of that. Commissioner Young stated there would be two lots, one lot would have 4600 square
feet and one would have 4400 square feet. Mr. Holloway said that was right and that there are
several mobile homes in the area as well. Commissioner Bryant said that was all the more
reason they needed to be more selective for this area. Commissioner Crouch said there is several
lots already cut up as stated. If you look at them you can see how small they are, this would be
a residential dwelling and not a trailer. Mr. Holloway said the home would have a crawl space
and they would change the restrictions and convenant to reflect this. Commissioner Crouch said
this did make a big difference on the drainage and Mr. Holloway said it would.

Mr. Kenneth Curry, 138 W. South, was here in January for the Board of Zoning Appeals and was
against this because of the drainage issue. He was here tonight to be sure the drainage would be
put in writing and how this would be taken care of. As long as there is a plan to get rid of the
water he was not against it.

Mr. Beikman asked if they put in that lot would there be a sewer easement and was the proposed
retention basin over a sewer line. Mr. Holloway said he was not sure and that there was no
easement showing up on the plat drawing. Mr. Holloway said they had an easement on the west
side that is ten (10) feet wide, but they could make it twelve (12) feet if needed. He would get
with Mr. Beikman about the sanitary sewer sanitation and they could show any appropriate
easements.

Commissioner Crouch made a motion that Mr. Holloway look into the sewer easement issue and
come back with those answers and inverse so and so forth all in writing that would help satisfy
Mr. Curry, so he would know all this would be taken care and Mr. Beikman would be satisfied
with the sewer. Commissioner Young asked there was a second to the motion. There being no
second Commissioner Young asked for another motion.

Commissioner Bryant made a motion, second by Commissioner Ehrhart, to deny the request for
a two lot minor plat. Motion carried 6-2.

Next was Mr. Jerry Thomas, Assistant Pastor of Springhill Christian Academy, speaking on
behalf of Pastor Mark Wright, saying they would like to do a rezone on the parsonage that is part
of the Church. Basically he wanted to be sure the information that would be on this was still
current. They would like to rezone from R-I to B-2, this has been a parsonage and now Crisis
Pregnancy Care would like to purchase the property and use it for counseling. They had talked
with Mr. Beikman and he said it would need to be rezoned. This is a preliminary function as
they get the paper work ready to submit to the Commission. This is at 701 State Road 144, down
from Casey's General Store. Commissioner Young asked if this was for the Church and Mr.
Thomas said that eventually the Church would be doing that as well. They are looking at the
possibility of selling the Church and they will need to build a new Church somewhere near by.
Commissioner Young asked what was the request for the rezone of the Church and he said they
