<br />MOORESVILLE PLAN COMMISSION <br /> <br />MINUTES <br />THURSDAY, OCTOBER 23, 2003, 7:00 P. M. <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, October 23, 2003, <br />at 7:00 P. M. at the Mooresville Town Hall. <br /> <br />Commission members present were: Chairman Mike Young, Chris Crouch, Tim Bennett, <br />Jim Bruner, Troy Bryant, Charles McGuire, John Ehrhart, Robert Corbin, and Robert <br />Williamson. No members were absent. Town attomey Tim Currens was present. <br /> <br />A motion was made by Commissioner Bryant, a second by Commissioner Williamson to <br />approve the minutes with a correction of a spelling error on page 4, of September 25, <br />2003. Motion carried 9-0. <br /> <br />The Plan Commission accepted a letter of request to continue a filing for Hopkins and <br />Crafton PUD- R or PUD-E to the November meeting. <br /> <br />Next, was a discussion for the change of time of meeting dates to 6:00 P. M. thru the <br />month of March. Due to Thanksgiving and Christmas being on the regular meeting dates, <br />the dates were changed to November 13 and December II immediately following the <br />Board of Zoning Appeals meeting. <br /> <br />Chairman Mike Young announced this meeting was a Public Hearing for the adoption of <br />the Comprehensive Plan and asked if there was anyone from the audience who wanted to <br />speak. No one from the audience commented. Attorney Currens asked if there were any <br />additional comments from the board. Commissioner Bryant asked the commission to <br />look at page 24 dealing with High Street from Indiana Street east says because of <br />accessibility and visibility both sides of High Street should be used for General Business <br />in this district. He asked if this was High Street all the way to the 67 corridor in the <br />Town industrial district. His thoughts were to use the railroad track west as local <br />business (B-2 zoning) and east of railroad track for general business. Because anytime <br />business is referred to in the plan there isn't much of distinction between professional <br />business, local business, and general business. He asked if anyone saw that as a problem <br />or was he reading into it more than he needed to. Attorney Tim Currens said general <br />business and local business were cut off kind of by the size of business. He said he could <br />see where there might be some types of general business they might not want there. He <br />said he guessed you could do first come, first serve. Really, it depends on traffic <br />visibility and how they come to you because some types of general business you might <br />want and say it would greatly improve the area. Commissioner Bryant asked if they <br />would be able to make that determination without going against what the comprehensive <br />plan says. Attorney Currens said he was trying to think thru this. He said the question <br />was valid and he could see what he was saying because no wider than High Street is, <br />some things would not be good there just because they would create problems. <br />
