some clarity as far as the accessibility of the new road as far as the cul-de-sac was
concerned. Attorney Currens said the commission prefers straight thru roads rather than
cul-de-sacs due to the fact of more easy access if one street is blocked off and because of
the school buses. Commissioner Young said so this will be a part of the plat. The
Building Inspector can red tag at any time and stop the building if any of these four items
are violated. The four items on the plat cannot be removed at any time unless they come
back to the commission requesting an amendment. Four additions are: No vinyl siding,
no slab construction, less than 1800 square feet has to be on a basement, and a two story
home has to be 2200 square feet. Commissioner McGuire commented on a sum up that
there was a reduction of six lots from the original plat, the street change, and the addition
of the four items on the plat. Commissioner Young added that also the Building
Inspector can enforce the four items on the plat with a red tag or denial of a building
permit and the plat cannot be changed without requesting an amendment to the plat to
come before the Mooresville Plan Commission. Attorney Foley agreed. Commissioner
McGuire made a motion to approve this final plat with the addition of the four items on
the plat and this is to be enforced by the Building Inspector. Commissioner Crouch made
a second to the motion. Motion carried 6-0.

Commissioner Bruner made a motion, a second by Commissioner Crouch to reappoint
two plan commission members, Mike Young and Chris Crouch to the Mooresville Board
of Zoning Appeals. Motion carried 7-0.

Reorganization: Motion was made by Commissioner Bruner, a second by Commissioner
Crouch to appoint Mike Young as Chairman. Motion carried 7-0. A motion was made
by Commissioner Ehrhart, a second by Commissioner Crouch to nominate Charles
McGuire for Vice-Chairman. Motion carried 7-0. A motion was made by Commissioner
McGuire, a second by Commissioner Crouch to nominate John Ehrhart as Secretary.
Motion carried 7-0.

Commissioner McGuire told the commission Weliever Chevrolet would like permission
to have an off-site sale the next week in the Marsh Parking Lot. Commissioner Corbin
told the commission that Weliever had a car lot so why did they need to use the Marsh
parking lot. He said he does not like to see them sell cars in the Marsh parking lot. He
said he did not like to go out to Marsh and drive thru cars, salesmen running back and
forth, and wire running across the back. Commissioner Crouch made a motion with a
second from Commissioner Bruner to approve the car sale in Marsh Parking Lot. Motion
carried 6-1. Commissioner Corbin opposed.

Commissioner McGuire told the commission the First Christian Church wanted to update
the internet system and the company is willing to do this, but they need clarification or a
mandate. There is a tremendous difference in the residential rate versus commercial rate.
They are willing to give the residential rate if the Plan Commission says that is what the
church is. The church is in a residential neighborhood and he didn't think churches had
ever been classified. Attorney Currens said a church is an allowable use in a residential
neighborhood and the commission could certainly say they are properly zoned in a
residential neighborhood. Attorney Currens said he would write a letter to this effect.
