<br />Charles McGuire, second by Mike Young. Motion carried 2-2. There not being a <br />majority vote the variance was tabled until the May 12,2005. <br /> <br />Next was Ross Holloway, Holloway Engineering, representing Alvin Barns, Lot 3 Jessup <br />Place Sec 1 on Keller Hill Road, requesting a variance from development standards for <br />front setback. The rear of the lot borders on Keller Hill Road where there is a power line <br />and buried water line for Hill Water Company. The house is ten feet to close to the front <br />lot line, which is a plating violation to the building setback line. The lot slopes deeply <br />from Jessup Way up to Keller Hill Road. The house was built thinking there was a forty <br />foot set back that was measured from the curb, but regardless the house is built and in <br />place. Because of the steepness of the hill the septic system was set on the only flat area <br />of the entire lot and Morgan County and the Indiana State Department health requirement <br />there must be fifty feet from the last finger and what they call the nearest obstacle to <br />flow, which in this case is the driveway. <br /> <br />Motion was made to approve the variance for plat front setback line, which is not in <br />conflict with the Town of Mooresville setback ordinance was made by Mike Young, <br />second by Charles McGuire. Motion carried 4-0. <br /> <br />Mr. Holloway asked ifhe could discuss the variance from development standards on Lot <br />3 of Hopkins Minor Plat on Bridge Street that came before the board in November of <br />2004. They are planning on building a five bay car wash on the lot and in November <br />they were asked to put in one entrance as far east on the lot as possible. When they <br />started drawing up the plans they found that with the entrance and exit in the same drive <br />this would cause a bottle neck with the traffic flow. They would like to put an entrance <br />only drive to the west side of the lot with the exit only on the east side of the lot. This <br />would allow the flow to come in off of Bridge Street and there would not be a bottle neck <br />and they could queue up behind the car wash. There would only be people on <br />Bridge Street waiting to turn left into the car wash and those turning left going out of the <br />car wash would be waiting on the car wash lot. <br /> <br />Motion was made to approve the plan that was represented to improve the traffic flow for <br />the entrance and exit for car wash located on Lot 3 of Hopkins Minor Plat on Bridge <br />Street and make a favorable recommendation to the Plan Commission was made by Mike <br />Young, second by Don Barry. Motion carried 4-0. <br /> <br />Next on the agenda was setting the time for the BZA. Mr. Swisher said it had been <br />recommended that they set the time for the meetings at 6:00 P.M. year round. He asked <br />if this would be favorable for all present. <br /> <br />Motion was made to move the time of the meetings to 6:00 P.M. year round was made by <br />Mike Young, second by Don Barry. Motion carried 4-0. <br /> <br />There being no further business to come before the Board of Zoning Appeals a motion <br />was made to adjourn was made by Don Barry, second by Charles McGuire. Motion <br />carried 4-0. <br />
