MINUTES OF THE BOARD OF METROPOLITAN POLICE COMMISSIONERS <br /> NOVEMBER 1999 18, <br /> <br /> The Town of Mooresville Board of Metropolitan Police Commissioners met November 18, 1999 <br />with Board Members Dr. Dennis Knierim, Dean Kays, Charles Berwick being present along <br />with the 'Board's council, Timothy C. Currens. The meeting was called to order by Dr. Dennis <br />Knireim. <br /> <br /> The minutes for October were approved <br /> <br /> Old Business from the Commission was the offer of employment of a new Officer. Interviews <br />were conducted Thursday, November 11, 1999. Dean Kays made motion to hire Dustin Starnes <br />with the stipulation that he passes the physical and completion of the Basic Law Enforcement <br />Training at ILEA. This was seconded by Charles BerwWk, and the motion was unanimously <br />passed He will be sworn in December 17, 1999, with official date of hire being December 19, <br />1999. He will begin training at ILEA January 3, 2000. <br /> <br /> Chief Viles advised that the Town Council has approved ciosing Main St. from Indiana to Clay <br />Street for the Victorian Christmas. He will have two Officers working part time during the cele- <br />bration. <br /> <br /> Under New Business, Dr. Knierim advised that the Town Council had approved a position of <br />Captain for the Police Department. This will be budgeted beginning January 1, 2000. Chief Viles <br />will announce the appointment one week from Monday. <br /> <br /> Dr. Knierim stated that January will begin the planning for the Police Departments Five Year <br />Plan. Chief Viles advised that HaroM Gutzwiler will do a presentation on projection for the <br />Town. He wouM also like input from Business Owners and the public. Concerns ,vill be budget, <br />manpower, equipment, building, personnel, rules and policies. <br /> <br /> The Town Council approved an allotment of money in next years budget to begin a Reserve <br />Program. Dean Kays made motion to appoint Larry Bryant as Mooresville 's first Reserve <br />Officer. Tim Currens questioned the authority to appoint until a program was established After <br /> <br /> <br />
