asked if this was similar to Paradise Place. Bryant Hopwood said it was almost exactly
like Paradise Place. The homeowners association will have control of the property and
the covenants are being amended to cover the changes. Bryant stated that the front phase
would contain the smallest lots and that future lots could be bigger. They have had some
requests for three-car garages. John Ehrhart asked what the units would sell for. Bryant
stated that the base price is set at $144,900 and prices range into the $160's and $170's,
with the monthly maintenance fee set at $75.00. This fee will include maintenance of the
clubhouse, which will be built after seventy units are sold. Mike Young asked if the
prices of the units would be less if they were not single-family units and Bryant stated
they would not due to fireproofing and soundproofing costs. A motion was made by
Commissioner McGuire, second by Commissioner Bruner to vacate sections 1 and 2.
Motion carried 9-0. A motion was made by Commissioner Williamson, second by
Commissioner Ehrhart to approve the re-plat of sections 1 and 2. Motion carried 9-0.

Bob Staten, of Banning Engineering, was present seeking final approval for The Mission
section 5 at Heartland Crossing. This is the final section of The Mission. Charles
McGuire asked if it was originally platted by the County. Joe Beikman stated that The
Mission was approved by the County as a whole but each section has to get final approval
as they come in. They have taken out two or three lots but are not changing roads, lots
sizes or the Covenants and Restrictions. Any changes of that nature would have to come
back before the Plan Commission for approval. Commissioner Bruner stated that he had
Madison Township Fire Department to review the plans and they saw no problems with it
as long as the hydrants were laid out like the other sections. Commissioner McGuire
asked if the County would have to plow the streets. Tim Currens stated that all our
ordinance covers is that they must meet the County specifications. Jeff Quayle, who is an
adjoining landowner and also a County Commissioner stated that it looked like the other
sections and his only request was that they commit to putting in the same type of
landscaping along the borders with the other sections as was done in the previous sections
to define the boundaries between the neighborhoods. He stated that as County
Commissioner he could say that as long as the roads were built to the County's
specifications that they would anticipate taking them in and maintaining them, and that
all the previous disputes had been resolved. The County does not however plow the
streets inside Heartland Crossing. That is up to the subdivision. Mr. Staten agreed to
commit to the landscaping being put in between section 5 and The Villas. A motion was
made by Commissioner McGuire, second by Commissioner Williamson to approve the
final plat for section 5 of The Mission, with the landscaping being put between the
different sections. Motion carried 8-0. (Commissioner Bryant left before the vote was
taken.)

The Commission discussed a letter they were sent from Attorney, Tim Currens,
pertaining to a page from the Comprehensive Plan that was reworded at the request of the
Town Council. It was pertaining to the West and East District. The Commission
members though~ the new wording sounded fine. A motion to refer the letter back to the
Town Council was made by Commissioner Bruner, second by Commissioner Crouch.
Motion carried 8-0.
