Kimmell finding that Lots 111-114, the building setback of 25 feet was adequate. Motion carried unanimously. The Commission stated that Availability Fees need to be paid. Holloway and Associates will get a drawing of manhole detail as soon as possible. Motion was made by Bill Abbott, second by Tim Cummins to approve Final Plat over Technical Review Findings. Motion passed unanimously. Bill Abbott reported that a proposed Buffer Zone was prepared by the Technical Committee and they will present it to the Town Council. The Town Council will ultimately make the decision. Most of the increase to the Buffer Zone is to the South. Town Attorney Tim Currens suggested conversations should continue with Brooklyn before the next meeting. Ross Holloway presented the Final Plat for Morningstar Court Estates owned by Hosten Bible. The Final Plat was not recorded and the year's time period has lapsed. This non- recording voids the Final Plat Approval. Morningstar Court Estates will have to go back through the process for approval and come to the Town Council to set Availability Fees. Building Inspector Joe Beikman reported he issued thirty-two (32) permits and did sixty-nine (69) inspections. Chairman Joel Beebe volunteered to serve on a committee to set up meetings and seminars for Plan Commissions. There being no further business to come before the Mooresville Plan Commission at this time, motion to adjourn was made by Bill Abbott, second by Mike Young. Motion carried unanimously. The next regular meeting of the Mooresville Plan Commission will be held Thursday, May 23, 1996 at 7:30 P. M. at the Mooresville Town Hall. CHAIRMAN ATTEST: Secretary
