MOORESVILLE PLAN COMMISSION <br /> MINUTES <br /> WEDNESDAY, NOVEMBER 18, 1998, 7:40 P. M. <br /> <br />The Mooresville Plan Commission met on Wednesday, November 18, 1998, following the BZA <br />Meeting. <br /> <br />Members Present were: President Joel Beebe, Vern Kimmel, John Ehrhart, Mike Young, Bill <br />Abbott, Charles McGuire, and Andy Pygman. Tim Bennett was absent and Steve Campbell's <br />vacancy has not been filled. <br /> <br />Motion was made by Commissioner Abbott, second by Commissioner Kimmel to approve the <br />minutes of the October meeting of the Mooresville Plan Commission. Motion carded 7-0. <br /> <br />Stated for the minutes: The Fields Addition rezone was tabled at the Town Council meeting and <br />will not be heard until the December 1, 1998 Town Council meeting. <br /> <br />Motion was made by Commissioner Young, second by Commissioner McGuire to change the <br />December Plan Commission meeting to Wednesday, December 16, 1998, following the BZA <br />meeting due to Christmas Holidays. Motion carried 7-0. <br /> <br />Ross & Assoc. presented the Roberts-Ffitch Minor Plat on Highway 144, <br /> Hollow~f~ Holloway <br />the former s't~at~f a garden center. Minor Plat 1 consists of Lots 1E,2E,3E, and 4E. Minor Plat <br />2 consists of Lots 1W,2W,3W, and 4W. Only Lots 3E and 3W are requesting a rezone. The <br />other lots are to remain Agriculture. Neighboring residents questioned why Mt. Gilead Church <br />has to put in a $40,000 mound system to construct a church in the same area and septic permits <br />were ok'd for this particular property. Ross Holloway explained there would be four homes on <br />approximately 5 acres and the soil evaluations stated this area was suitable for mound systems <br />(8-10,000 dollars each lot) or a water retention basin. Town Attorney Tim Currens told the <br />residents septics were outside the jurisdiction of the Plan Commission and was under the County <br />Board of Health. Motion was made by Commissioner Abbott, second by Commissioner <br />McGuire to approve Plat configuration of Minor Plat 1 and 2 subject to a proper driveway ( 20 <br />foot wide with 8 inches deep of crushed stone), and subject to proper handling of surface water <br />and a proposed easement for a retention pond to be put on the Minor Plats. Lots lthru 4 E and 1- <br />4 W. Motion carried 74). Commissioner Pygman asked ifa Retention Pond could be put under <br />Utility lines in the easement. Holloway said yes. <br /> <br />Next before the Commission was a request for rezone from Agriculture to B-2 for Lots 3 E and 3 <br />W. This is 4.11 acres total reduced from the original request for 7acres to be rezoned. The <br />buyers are asking for a rezone for lending purposes to get the loan value up. Holloway explained <br />the existing buildings were not in great shape. <br /> <br />Attorney Dale Coffey representing 12 property owners (see attached lists) and 47 other persons <br />opposed to the rezone questioned four acres of land rezoned B-2 in the middle of Agriculture and <br /> <br /> <br />
