Philip IL Nicholson, D.D.S., P.C.
15o N. Indiznz Street
Mooresville, IN 46158

February 22, 1999

Planning Commission
Town of Mooresville
Town Hall
Mooresville, IN 46158

Gentlemen:

Because of professional obligations, I will be unable to attend the March 25t~ meeting at
which you will be discussing the Bodell property rezoning

In the fall of 1989, there were several public meetings regarding the adoption of a master
plan for Mooresville. I attended those meetings. Of particular interest to me was the
SR67 south corridor. Following are my notes from the public hearings that are probably
of interest to concerned neighbors:
1. "Property values will increase in the presence of lakes'--testimony of
President Indianapolis Board of Realtors
2. Appearance, noise and particulate airborne material are controlled by Indiana
Department of Environmental Management.
3. Surface water control and environmental factors are regulated by Indiana
Department of Natural Resources.
4. "Formation of a lake in the White Lick floodplain will not affect well water
volume or quality" --testimony by Dr. Richard Powell, a registered
hydrologist.

The master plan adopted ten years ago recommends this land be zoned industrial. The
map I have indicates that I am the most significant adjacent landowner to the property in
question. This is to advise the plan commission that I am in agreement with the master
plan for the land use of Bodell property.

Sincerely,
