MOORESVILLE BOARD OF ZONING APPEALS <br /> FINDINGS OF FACT <br /> SPECIAL EXCEPTION <br /> <br /> The Board of Zoning Appeals having held a public hearing on <br />November 18, 2004 for a Special Exception for a car wash on Lot 3 <br />Hopkins Minor Plat located on Bridge Street now finds the <br />following: <br /> <br /> 1. That a public hearing has been held and evidence heard <br />on this Special Exception procedure. <br /> <br /> 2. That the Mooresville Plan Commission found the Special <br />Exception would not adversely affect the Master Land Use Plan due <br />to the location and character of the Special Exception. <br /> <br /> 3. The Board further finds the establishment, maintenance <br />or operation of the car wash will not be detrimental to or <br />endanger the public health, safety, morals and general welfare of <br />the community. <br /> <br /> 4. The Special Exception as a car wash would not be <br />injurious to the use and enjoyment of other properties in the <br />immediate vicinity for the purposes already permitted. <br /> <br /> 5. The establishment of the Special Exception as a car wash <br />will not impede or substantially alter the normal and orderly <br />development and improvement of the area surrounding the property <br />for the uses permitted in the district. <br /> <br /> 6. There are adequate utilities, access roads, drainage and <br />other infrastructure that are being provided. <br /> <br /> 7. Adequate measures have been taken to provide ingress and <br />egress so designed as to minimize traffic congestion on the <br />public road. <br /> <br /> 8.
