stated that this is the most difficult, arduous, and convoluted ordinance to come before this <br />board. In November they went to the Plan Commission and had the zoning changed from I-1 to <br />I-2. There were four things the board asked them to look at, parking, exhibit showing what the <br />new building would look like, looking at the curbs to control parking and a rental application. <br />They do not have a rental application to show tonight. Tonight they are saying they can get five <br />parking spaces and are working on getting six more. They have placed curbs along the front of <br />the building to provide some green space, to isolate entrances so the people do not have to walk <br />directly on to the pavement and to provide three 9' X 20' parking spaces that would be on street <br />parking. They are not opposed to placing a curb on the southeast side of the street if that is what <br />it takes to make this project work and keep people from parking in Mr. Taylor's yard. They feel <br />that the design they presented is more appealing than a track terminal, body shop, produce <br />terminal or any number of issues like that. Mr. Young asked if eight was the maximum parking <br />spaces they could get and Mr. Hollowy said no, that previously they had eight and now there <br />were fourteen. Mr. Crouch asked to get the fourteen spaces they would need to get the McGuire <br />property and Mr. Holloway said that was right. Mr. Holloway said that they are aware they <br />need to get additional spaces and if that is a requirement of the board and they would provide <br />documentation for all eleven parking spaces. They would concede that this application would <br />not go forward and before construction would start they will provide the required documentation. <br /> Tonight they need a favorable vote on the issue of use to proceed. Mr. Swisher asked to meet <br />our standards we are to have 1.7 spaces per unit? Mr. Young asked if they had gotten with the <br />neighbors to talk to them about the project and Mr. Holloway said they had not. Mr. Currens <br />said to answer Mr. Swishers question the requirement would be two per unit or sixteen parking <br />spaces. So Mr. Swisher said that with fourteen they are still two short and Mr. Holloway said <br />that was right. Mr. Young asked if the units were 16' X 22' or 112 sq. ft. each and Mr. <br />Holloway said yes. Mr. Young asked how many units were there before and Mr. Holloway said <br />there were five with three more being converted to storage units. <br /> <br />Mr. Robert Lundy, 316 Bolton Ave., said he did not see how you could park three cars in front of <br />the units with out running over someone. He said you cannot go with maybe buying the <br />property from the McGuires and he personally does not want this project. <br /> <br />Mr. Holloway said they are willing to stipulate they have to show proof of off sight parking by <br />way of deed, easement or something before they pull a building permit. <br /> <br />Mr. Holloway said they were asking for a variance of use in R-3 to allow eight one bedroom, <br />single family units. <br /> <br />After reading the Fact-of-findings for variance of use there was not a motion made to approve or <br />deny the variance. <br /> <br />Mr. Holloway asked for this matter to be tabled until the January meeting. Motion was made to <br />table the variance until January by Mike Young, second by Don Barry. Motion carried 4-0. <br />There will be no new notices sent. <br /> <br />Next was Juanita Alumbaugh, 66 E Main St., for a rezone from R-1 to R-3, which was to be <br />heard by the Plan Commission. <br /> <br /> <br />
