Mr. Holloway said that since SBC <br />Ameritec is not taking any new customers for the Mooresville area with high speed internet, this <br />addition to the tower would supply Mooresville and surrounding areas with high speed internet. <br />Mr. Holloway presented a study of communications and communications technology. Mr. <br />Holloway stated that Eric Rogers is now providing a wireless service that is coming from the <br />existing tower. Mr. Holloway said that the current tower puts Mr. Rogers at an economic <br />disadvantage, it also puts the community at a disadvantage because he cannot send his signal <br />past Mooresville corporate limits, the signal will not reach as far as Flagstaff, this puts him at <br />a disadvantage that would discriminate against him unreasonably since he is already providing <br />that service. Mr. Holloway said that it is not like he is coming into Mooresville to start up, his <br />business is already located here. Mr. Holloway drew the attention of the board to the photo- <br />graphs, showing how intrusive the addition to the tower would be. He also said the tower <br />would be restrained in such a way to withstand high winds and would not be a danger to the <br />surrounding properties. Mr. Holloway said that if Mr. Rogers cannot expand his business the <br />community suffers and he cannot provide this service outside his area and competitiveness <br />is then decreased, and economic development would suffer. <br /> <br /> At this time Mr. Holloway asked for questions. Donald Barry asked if the reason for the <br /> additional 40 feet is because of elevation to the highest point in town? Mr. Holloway said yes, <br /> so as to reach Flagstaff. Mr. Barry also asked if the tower would interfere with other antennas in <br /> town? Mr. Holloway said no, the federal regulations say that it cannot. Alan Kramer asked if the <br /> tower would be engineered to withstand other receivers, antennas and so forth? Mr. Holloway <br /> said that they wanted to keep it like it is at this time, and to remain lightweight because of it <br /> being on the building. With no other questions from the board Allan Kramer asked for questions <br /> from the floor. Brenda Mayfield, representing the Mooresville Revitalization Group, said that <br /> they have been working real hard the last five years to get the downtown area classified as a <br /> historical district, "We finally got that. We have the Town working on new street lights, we've <br /> gotten new trash cans. We done all the type things to make the down town area look like it <br /> should. I'm not against business and definitely not the Rogers." She feels that adding <br /> on to the tower would take away from the down town area. Joan Studgeon a historical <br /> preservation professional that was hired to prepare the National Register of Historical places <br /> nomination for down town Mooresville. Ms. Studgeon felt that it would be wrong to have a <br /> 80 foot tower to the down town area. Mr. Holloway said that he agreed that the Historical <br /> preservation is important, but they are not adding a tower but extending the tower. After drawing <br /> attention to the photographs he asked that the Board grant the variance. Chris Crouch ask how <br /> far out the service would be able to go. Mr. Rogers said to would go out 10 to 20 miles and be <br /> able to service the out lying areas of Mooresville. Alan Kramer a read variance from <br /> development standards. Donald Barry motioned to approve the 40 foot addition to the existing <br /> tower the second from Chris Crouch, motion carried 3-0 with none opposed. <br /> The last item was Holloway Engineering for New Life community Wesleyan Church asking for a <br /> variance of use. The request was tabled from March. Mr. Holloway said they left needing more <br /> information and an artist rendering of the project. Also drainage calculations to show that they <br /> could control the storm water run off, and have a plan that shows the building and the retention <br /> system. At this time Mr. Holloway started showing the plan, showing where the apartments are <br /> <br /> <br />
