Next was Ross Holloway, Holloway Engineering, representing the New Life Community <br />Wesleyan Church requesting a variance of use to allow six residential units to be added to the <br />church. The church is located almost directly across from the senior citizen center on State <br />Road 144, next to the condominiums, and just east of the Christian School. Their proposal is to <br />add six residential units for their church senior members. These are members who attend the <br />church, they are elderly or senior, and would like to live close to church. While they are not <br />invalided or needing care, would like to live in the area where people in the area that could look <br />out for them. This would be senior housing and that is stipulations #4 on the plat. They would <br />be connected to sanitary sewer; the Indiana Water Co. has extended the sanitary system across <br />the highway to their tank that is on the south side of State Road 144. They propose to put in a <br />lift station and connect to the Mooresville sanitary sewer system; they understand they have to <br />go to the Town to get approval to do that. They asked that' this project be approve on contingent <br />of town approval to connect to sanitary sewers. It is highly unlikely the board of health would <br />approve anything else. This is item #2 on the plat that they will connect to sanitary sewers. <br />Next is the drainage issues and he knows that the Town of Mooresville is in the process of <br />adopting a Comprehensive Storm Water Management Plan that will address not only storm water <br />mn off, but also address storm water quality. For item #1 they will say that their development <br />will have improvements on it that will meet the Town of Mooresville storm water management <br />requirements and regardless of those requirements they are proposing to build storm water <br />management area, which will be a dry retention basin near the south west corner of the property, <br />constructing a swail along the west side of the property conveying the water there, regarding in <br />front of the church to make the water go that way, and doing some grading on the east side of <br />property even though they will not be doing any development there what so ever. All the units <br />will be owned by the church, that is one of the reasons for the variance, Mr. Holloway explained <br />to the trustees of the church that with the variance the use would cease with sale of church <br />property and the church understands that. That is one of the stipulation that the units are owned <br />and connected to the church and will always be under the control of the church. There are some <br />issues with the property owners to the east; he has talked with Rev. Wright who owns property to <br />the west and he has some concerns about the drainage. He explained what they proposed to do <br />with the drainage and Mr. Wright was satisfied and had no opposition to the project. Trying to <br />address some of the issues to the east with the Homeowners Association, they know that their <br />driveway should never have been constructed there, it should never been permitted there which <br />they have no control over and there is nothing they can do about that driveway. Looking from <br />the west of the church driveway there is approximately six hundred feet, which is more that <br />adequate for their driveway, and you can see car tail lights as it goes over the crest of the hill. <br />From this proposed driveway there are absolutely no issues with public safety or access. <br />Looking slightly northeast from the detention area in the southwest comer looking up toward the <br />side of the church where the addition will be built, that is relative flat, but it does fall generally <br />toward the southwest comer, and the driveway will be on the ridge. Looking at the closest <br />building, which is on the east side just off the parking lot where they plan on doing no work there <br />except to redefine the swail to handle some of the existing storm water coming off the existing <br />parking lot. He wants to emphasize that they will be doing no work other than trying to improve <br />the drainage situation. Looking southerly down the access driveway towards State Road 144 <br />across from the Senior Center you can see our access and they are proposing no improvements to <br />the access. They will be talking to the Highway Department so see if a permit will be required. <br />He does not think the Highway Department will require any improvements to their driveway. <br /> <br /> 2 <br /> <br /> <br />
