comes it can stay on there. He said this commission has one of the best programs in terms of TIF
revenue in the state. The main thing was to get it out in front of the public. If you have more
projects than you can conceivably get done people will come an argue their point. He said that
as a new group, with Ms. Humes and Mr. Currens, could start to feel comfortable working
through this process and start adding new projects without hiring people like him. He said the
most important part of the process was to be honest with the public.

Ms. Humes said that Mr. Shaver had prepared a contract for consulting services that outlines the
scope of services that he would provide and giving us answers to the questions that they have
had. She suggested that the Redevelopment Commission, along with their attorney, review the
contract and then determine what steps they want to do. Mr. Nelson said that sounded
reasonable. Mr. Shaver explained some of the section of the contract as to what he would
provide and that he could charge by the hour or by a set amount.

Mr. Currens said before the meeting closed he would like to thank Mr. Kollmeyer for all his
years of services and all he has done for the community. He said it had been a pleasure in
working with him and all his guidance and leadership through out this. He should have pride in
being the only President of the Redevelopment Commission since it was formed in 1991.

The next meeting date will be Thursday, March 4, 2004 at 7:00 A.M. at the Mooresville Town
Hall in the small conference room.

C The meeting was adjourned. ~Chairman

ATTEST:

Secretary

5
