showing the TIF areas, as well as other information provided by the Town related to new building permits <br />C and other approved development which might affect the TIF revenue stream. <br /> <br /> Discussions with Town Development Staff <br /> The Consultant will hold a meeting with the Town's Development Staff, including the Department <br /> supervisors responsible for streets, as well as water and sewer utilities to discuss capital needs and <br /> proposed projects within the designated TIF areas, as well as larger capital needs which may be partially <br /> attributed to the TIF areas. <br /> <br /> Discussions with Town Council & Redevelopment Commission Members <br /> The Consultant shall also conduct discussions, either personally or electronically, with the elected and <br /> appointed leadership of the Town, especially the members of the Town Council and members of the <br /> Redevelopment Commission to determine their vision and impressions of the continued viability and/or <br /> relevance of the TIF areas, in order to establish a comprehensive context for determining alternative <br /> courses of action. <br /> <br /> Consideration of Additional TIF Impact <br /> The Consultant will also carefully examine the potential for broad-spectrum applicability of TIF resources <br /> to issues confronting the Town, both inside and outside of the TIF areas. This examination will consider <br /> ongoing demands and mandates from the State level and their impact on the user charge systems of the <br /> Town, as well as on the property tax rates. In order to provide the best possible service in this regard, the <br /> Consultant will work directly with the Town' s Financial Advisors and the Bond Counsel, as well as the <br /> Redevelopment Commission Attorney, in defining these considerations and reporting to the Redevelopment <br /> Commission. <br /> <br /> Public Presentation of Findings <br /> The Consultant shall make a public presentation of the findings related to the various work tasks and <br /> analytical steps identified above, as well as any additional tasks deemed necessary by the Consultant to <br /> make appropriate representations to the Redevelopment Commission. The Consultant shall also identify <br /> the original statutory Findings of Fact and Findings of Blight contained in the original planning documents <br /> and determine whether those original 'findings' remain applicable to current conditions within the TIF areas. <br /> This presentation will take place at a regular meeting of the Redevelopment Commission, at which time the <br /> Redevelopment Commission will determine whether the information presented constitutes sufficient cause <br /> to amend the Economic Development Plans and Redevelopment Plan in order to accommodate the future <br /> needs of the TIF areas, and of the Town. The Redevelopment Commission shall then have the option of <br /> rejecting any amendment to the planning documents, approving any such amendments which they deem <br /> appropriate, or amending the findings and presentation and approving the amended version. <br /> <br /> Coordinating Work with Redevelopment Commission Attorney <br /> In efforts such as this, it is critical that the work of the Consultant be carefully coordinated with the <br /> Redevelopment Commission Attorney as the work product develops. <br /> <br /> Mooresville Redevelopment Commission: Amendments to TIF Plans 2 <br /> <br /> <br />
