125 <br /> Motion was made by Councilman Ballard and second by Councilwoman Overholser <br /> to approve Ordinance #14-1991 An Ordinance Rezoning the Swinney property from A-1 <br /> to R-1. Motion carried unanamously. <br /> <br /> Mr. Foley represented Environmental Development Corporation in their petition <br /> to rezone the Ruth E. Comer farm east of town from A-1 to R-1. This rezone was <br /> approved by the Plan Commission by a vote of five in favor, two opposed, one <br /> abstension. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman Ballard to <br /> approve Ordinance #15-1991 An Ordinance Rezoning the Ruth E. Comer farm from <br /> A-lto R-1. Motion carried unanamously. <br /> <br /> The local Postmistress appeared before the Council requesting the approval <br /> of the Council for the Postal service to switch from house delivery to curbside <br /> delivery. This would necessitate the postal customer going to their curb, or in <br /> some cases, as far as a half block to pick up their mail. <br /> <br /> Council President Heald expressed concern in regard to congestion which would <br /> occur due to postal delivery and the cosmetic damage it would create in Mooresville. <br /> <br /> Councilman Ballard sighted that it appeared all the advantages which were <br /> given by the Postmistress were advantages for the post office with no advantages <br /> for the postal customer. <br /> <br /> Councilwoman Overholser stated that in the winter when the town shovels snow <br /> from the streets of Mooresville it would be an imposition on the postal customer <br /> due to the fact that often it would make it impossible for people to get to <br /> their mailbox. Councilwoman Overholser also advised the Council that if the <br /> mailboxes are placed on town right-of-way a liability could result for the town. <br /> <br /> Councilman Edwards stated that it would be necessary for the Council to have <br /> additional information on this change before he could make a decision. However, <br /> at this time he would be inclined to agree with the rest of the Council. <br /> <br /> Council President Heald asked the Postmistress to bring an actual mailbox <br /> and pictures of other towns which have curbside delivery to the August 20, 1991 <br /> Council meeting. He also urged the citizens of Mooresville to let their feelings <br /> on this matter be known before the August 20, 1991 Council meeting. <br /> <br /> Mr. Pat Carroll, 1350 Rooker Road asked the Council to review the town's <br /> Zoning Ordinance in the near future. Councilman Edwards advised the Council that <br /> the Plan Commission had decided to review the ordinance due to the rapid change <br /> currently taking place in Mooresville. The Council agreed this needs to be done. <br /> <br /> Mr. Paul Sterrett asked the Council if they had investigated installing <br /> street lights on Victor Drive. Street Superintendent Joe Beikman informed the <br /> Council that he is working with IPL on this project. <br /> <br /> Mr. Sterrett also asked the Council to install a street sign on Victor Drive. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman Edwards <br /> to approve Paul Sterrett as the signatory on the Town Court bank account at <br /> Citizens Bank. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman Overholser <br /> to approve a Resolution for Transfer of funds for the following: <br /> <br /> General Fund - GTH <br /> From Amount T__o <br />3-523 Heat $ 1,209.15 3-652 Mtc. Agreements <br />3-523 Heat $ 1,529.10 4-510 Office Equipment <br />Motion carried unanamously. <br /> <br /> The public hearing for the 1992 Town of Mooresville Budget was held. There <br />being no remonstrators on the 1992 Budget for the Town of Mooresville final <br />approval for said budget will be at the regular meeting of the Mooresville Town <br />Council, Tuesday, August 20, 1991 at 7:30 p.m. at the Mooresville Town Hall. <br /> <br /> <br />
