July 21, 1992 The Mooresville Town Council met in special session on Tuesday, July 21, 1992 at 5:30 p.m. to discuss the 1993 Town budgets. The Council looked at each department's budget and made cuts to try to adhere to the maximum tax levy. At 7:30 p.m. the Mooresville Town Council began the agenda for the regular Town Council meeting. Council members present were Steve Edwards, Pat Overholser, Tim Viles, Dick Heald and Steve Ballard. No members were absent. Minutes of the previous meeting were approved as submitted. Carl Waite of HNTB addressed the Council in regard to the West Side Trunk Sewer Extension. Mr. Waite discussed shop drawings, Construction Progress, Partial Payments and Engineering Services. In regard to the TIF District Sewer Rehabilitation Mr. Waite discussed the project bid, environmental review, and Engineering services. Mr. Waite also briefed the Council in regard to the feasibility study of the Town Hall Rehabilitation and Fire Station. Mr. Waite also reported to the Council that the Waste Water Treatment Plant has obtained a capacity upgrade. Motion was made by Councilman Heald and second by Council- woman Overholser to authorize Joe Beikman to meet with Carl Waite to discuss the possibility of obtaining a plan for the future of the Bridge Street sewer line and the south side sewer line. Motion carried unanimously. Motion was made by Councilman Heald and second by Councilman Edwards to adopt on second reading Ordinance #16-1992 An Ordinance Establishing No Parking Area on Madison Street Between High Street and East Main Street. Motion carried unanimously. Motion was made by Councilwoman Edwards and second by Council- man Viles to adopt on second reading Ordinance #17-1992 An Ordinance moving the stop sign on Indianapolis Road from Northfield Drive to the Pioneer Park entrance. Motion carried unanimously. Motion was made by Councilman Edwards and second by Councilman Viles to accept the bid of D. R. Childs for the labor on the down- town sidewalk project. Motion carried unanimously. Motion was made by Councilman Edwards and second by Council- woman Overholser to accept the bid of Tri Mi Ready Mix for the material on the downtown sidewalk project. Motion carried unanimouly. Animal Control Officer, Mark Taylor, reported he had ten (10) calls, three (3) animals impounded and two (2) animals returned to owners. Motion was made by Councilman Edwards and second by Council- woman Overholser to renew the Town of Mooresville's Comprehensive Insurance coverage with Bliss-McKnight. Motion carried unanimously. Motion was made by Councilwoman Overholser and second by Councilman / Viles to approve the bills and claims. Motion carried unanimously. Council President Steve Ballard called a ten minute recess. The Council re-convened to continue discussion on the 1993 proposed budget.
