Motion carried unanimously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br /> Viles to adopt Ordinance #21-1992 Special Ordinance Annexing Contiguous <br /> Territory to the Civil Town of Mooresville, Morgan County, Indiana. <br /> Motion carried unanimously. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Viles to adopt Resolution #9-1992 A Resolution Adopting a Written <br /> Fiscal Plan Establishing A Policy For The Provision of Services to <br /> An Annexed Area To the Civil Town of Mooresville. <br /> Motion carried unanimously. <br /> <br /> Councilman Viles advised the Council that he would like to continue <br /> to encourage Mr. Caperton to install a traffic signal at the inter- <br /> section of Bridge Street and State Road 67. <br /> <br /> Motion was made by Councilman Viles and second by Councilman <br /> Edwards to approve the first reading of Ordinance #22-1992 The <br /> Town of Mooresville Weight Violation Ordinance, 1992. <br /> Motion carried unanimously. <br /> <br /> Town~ttor~eyTim Currens submitted a Legal Memorandum to the <br /> Council in regard to disciplining Firemen and Policemen. Mr. Currens <br /> informed the Council that it will be necessary for the Council to <br /> hold a due process hearing for one of the town policemen. The <br /> Council will meet at 6:30 p.m. on October 20, 1992 at the Town Hall <br /> for a due process hearing. <br /> <br /> Economic Development Director Randy Haymaker explained to the <br /> Council that there is a loan available to the town from REMC. This <br /> loan has no interest and can be repaid in a manner which will not <br /> cause the town tax problems. Mr. Haymaker asked the Council permission <br /> to begin application for this loan. <br /> <br /> Motion was made by Councilman Viles and second by Councilwoman <br /> Overholser to approve EDC Director Randy Haymaker's request to begin <br /> application process for a REMC interest free loan. <br /> Motion carried unanimously. <br /> <br /> The Council set Trick or Treat hours from 6:00 p.m. - 8:30 p.m <br /> on Saturday, October 31, 1992. ' <br /> <br /> Animal Control Officer Mark Taylor reported he had fifteen (15) <br /> calls, seven (7) animals impounded, and two (2) animals returned <br /> to owners. <br /> <br /> Park Superintendent Brent Callahan informed the Council that the <br /> Halloween Hike will be held on October 31, 1992. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman <br />Overholser to approve the bills and claims. Motion carried unani- <br />mously. <br /> <br /> There being no further business to come before the Council at <br /> this time motion to adjourn was made by Councilman Viles and second <br />by Councilwoman Overholser.
