8O0 <br /> <br /> January 22, 1996 <br /> <br /> The Mooresville Town Council met in special session on Monday, January <br /> 22, 1996, at the Mooresville Town Hall at 7:30 P.M. <br /> <br /> Council members present were Mark Mathis, Toby ~len, Jim Hensley, <br /> Andy Pypman, and Bill Wright. No members were absent. <br /> <br /> Motion was made by Councilman Hensley, second by Councilman Dolen to <br /> approve the minutes of the January 15, 1996 meeting. Motion passed unanimously. <br /> <br /> New business from the floor was the discussion of Public Employment <br /> Retirement Fund. Discussions with ~n Soel, Jerry Bates, and Karen Vise of <br /> the PERF Office, State of Indiana, had rev~led a misco~malnication between the <br /> Town ofMooresvilleand the PERFOffice. The previous Town Councillmd sidled <br /> a resolution stating the Town of Mooresville would pay the total 7.75% each <br /> pay, for each civilian employee. The actual amount turned out to be 10.75% <br /> total contribution, meaning the employee, by State Statute, would contribute <br /> 3% of each pay. There is another statute that states an amendment to the <br /> resolution could be made to say the employer, Town of Mooresville, could pay <br /> the 3% employee contribution plus 7.75% totaling 10.75% contribution each <br /> pay, if so desired. This 3% is an approximate extra $21,500 paid by the Town <br /> of Mooresville. <br /> <br /> Councilman ~gmanstated he felt the State of Indiana set up the former <br /> Town Council and he was for abandoning the PERF Plan and finding another retire- <br /> ment plan. Town Council President Mark Mathis said if the paper trail plus <br /> the Indiana Statutes were followed the 10.75% is there. <br /> <br /> An open discussion ensued between the Employees and the Council members. <br /> Motion was made by Councilman Hensley, second by Toby ~len, to keep the PERF <br /> Plan in effect and the Town of Mooresville will pay all of 10.75% contribution <br /> (the 7.75% plus 3% employee contribution) for the plan. Motion passed 4-1. <br /> Councilman Pygman voted no. <br /> <br /> Danny Tingle of the Waste Water Treatment Plant explained the yearly f----~ <br /> permit fee coming due to allow for the discharge of sewage during the year. <br /> Brent Callahan reported ordering a gazebo for the park. ~--'-~ <br /> Councilman Pygman reported the rebate of 5% State Sales Tax, State <br /> Excise, and Federal Excise taxes when buying gas and diesel fuel at Amoco and <br /> Crystal Flash. Town Council President Mark Mathis designated Councilman <br /> Pygman to set up accounts for the different departments at Amoco and Crystal <br /> Flash. <br /> <br /> Fire Chief, Darrell Brown, reported a huge tire build-up in the alley <br /> behind 39 West Main Street. This is zoned B-2. The problem will be turned <br /> over to the Zoning ~ard. <br /> <br /> There being no further business before the Mooresville Town Council at <br /> this time, motion wasmadebyCouncilman Wright, second byCouncilmanDolen, <br /> to adjourn.
