Perry, Clerk-Treasurer <br /> <br /> September 15, 1998 <br /> <br /> The Mooresville Town Council met in regular session on Tuesday, September 15, l*;gg, al /:30 <br /> P. M. at the Mooresville Town Hall. <br /> <br /> Town Council members present were: President Mark Mathis, Andy Pygman, '1 ol,3' I)olc~..linl <br /> Hensley, Bill Wright, and Town Attorney Tim Currens. <br /> <br /> Motion was made by Coucilman Dolen, second by Councihnan Wright to appi-ovc thc mimflcs ~1 <br /> the September 1, 1998 and the September 10, 1998 meeting. Motion carried 5-0. <br /> <br /> Motion was made by Councilman Hensley, second by Councihnan Dolcn to app, ovc Ibc <br /> additional appropriation from CCD for $ 27,600 for the Police tool: Motion canicd 541. <br /> <br /> Motion was made by Councilman Wright, second by Councilman Dolen to approve thc <br /> additional appropriation from Park Non-Reverting Capital Fund for $ 85,000 to go with thc <br /> Build Indiana Funds for more pool area. Motion carried 5-0. No one from the co~nmmily was <br /> at the meeting to oppose the additional appropriations. <br /> <br /> Brad Hiller, a new resident of Grandview Subdivision, spoke to the Council concemi,~g a <br /> discount for those people watering their lawns. Councihnan Dolen had asked for a simila,' dis <br /> count his first year in office (1996). A study was done by the Clerk's office and it was not fouud <br /> feasible to offer such a discount and at the same time the discount for filling a pool was <br /> rescinded. The WWTP plant has huge outstanding bond payments which are very hard to meet <br /> with the sewer rate not being raised since 1984. The Council felt they would rather not raise the <br /> monthly rates and disallow discounts on pools and watering lawns. Mr. Hiller asked if a fine <br /> could be charged for drank driving, speeding, etc. Town Attomey explained to Mr. 1 liller the <br /> adding of a "sin tax" would channel thru other governmental agencies and not get to the Town of <br /> Mooresville. <br /> <br /> Town Attorney Tim Currens told the Town Council Citizens Bank was closing their Trust <br /> Department and Clerk-Treasurer Sandra Perry asked the two escrow accounts ( one with <br /> Environmental Development for Rooker Run 1 and the other with Country View Estates') be <br /> moved to First Indiana Bank. Motion was made by Councihnan Hensley, second by Councihnan <br /> Wright to transfer the two escrow accounts to First Indiana Bank. Motion carried 5-0. <br /> <br /> Police Commissioner Tom Warthen explained the 911 monies go to the County Auditor. This <br /> money pays for a 10 year lease which costs $51,000 each quarter. There is also a 4 year lease of <br /> $25,000.00 annually. The 1999 Budget for 911 is approximately $ 302,911.00. Commissionc~ <br /> Warthen did find out Plainfield gets $ 25,000.00 a year to fund a Dispatcher and flora'fits. <br /> <br /> No reports from Fire Dept., EDC, or Street Dept. <br /> <br /> Animal Control Officer Mark Taylor reported twenty-three (23) calls, twelve ( I! i,,:l::,u,t:b. ~:,~! <br /> <br /> <br />
