1178 <br /> January 20,2015 <br /> The Mooresville Town Council met in regular session on Tuesday,January 20,2015, at 6:30 P. M.at the <br /> Mooresville Government Center. <br /> Council members present were: President Mark Mathis,Vice-President Virginia Perry,Tony Langley,Joe <br /> Beikman, and Jeff Cook. No members were absent. Town attorney Tim Currens was also present. <br /> Mark Mathis gave the prayer. <br /> A motion was made by Councilwoman Perry with a second by Councilman Beikman to appove minutes <br /> of January 6th, 2015. Motion carried 5-0. <br /> Public Hearing for the Confirmatory Resolution for Overton tax abatement on equipment. No one asked <br /> to speak from the public or the council. A motion was made by Councilman Langley with a second by <br /> Councilman Cook to close the Public Hearing. Motion carried 5-0. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to approve <br /> Resolution#3,2015, a three year abatement on equipment for Overton Engineering. Motion carried 5- <br /> 0. <br /> Next, Danny Allen, Police Chief, requested the purchase of five police cars on a lease. A motion was <br /> made by Councilman Cook with a second by Councilman Langley to approve using the encumbered <br /> $19,000 from the sale of Police Chiefs car,selling 5 current cars, and the remainder to be paid on lease <br /> from Public Safety LOIT budget. Motion carried 5-0. <br /> President Mathis told the council Dave Moore,Street Superintendent,was in need of a pt.time driver <br /> for street department. This is a permanent pt.time. There was a seasonal pt.time that is no longer <br /> employed plus one of Dave's regular full time employees is off work with an injury. A motion was made <br /> by Councilwoman Perry with a second by Councilman Beikman to approve. Motion carried 5-0. The <br /> salary ordinance is to be amended to,pay from Stormwater. <br /> Appointments: A motion was made to retain Virginia Perry and Brian Anderson on the Plan Commission <br /> by Councilman Beikman with a second by Councilman Cook. Motion carried 5-0. There still needs to be <br /> one more employee appointment. <br /> A motion was made by Councilwoman Perry with a second by Councilman Langley to approve retaining <br /> Mark Mathis and adding Jeff Cook to the Morgan County Economic Development Commission. Motion <br /> carried 5-0. <br /> A motion was made by Councilman Beikman with a second by Councilman Cook to approve Dave <br /> Pearson for a four year term on the park board. Motion carried 5-0. <br /> A motion was made by Councilman Langley with a'second by Councilman Beikman to retain Harold <br /> Gutzwiller, Don Stultz,Tim Corman, and Bill Boyd on the Redevelopment Commission. Motion carried 3- <br /> 2 Councilman Cook and Councilwoman Perry opposed. <br /> A motion was made by Councilman Beikman with a second by Councilwoman Perry to appoint Tony <br /> Langley to the Redevelopment Commission in George Watkins place. Motion carried 5-0. <br /> Councilwoman Perry and Dave Moore,Street Superintendent will remain on the MPO. Councilwoman <br /> Perry on the policy committee and Dave Moore on the technical committee. <br /> Presidential appointment of Mark Meadows to remain on the Redevelopment Commission. He is the <br /> school board member. A motion was made by Councilman Beikman with a second by Councilman <br /> Langley to appoint President Mathis as signatory for the school board member. Motion carried 5-0. <br /> Legal: Use of Government Center Policy-Councilman Beikman told the council the Lions Club let <br /> sororities,club,etc. use the kitchen for meetings. Also vendors making money at Victorian Christmas. <br /> Someone will contact the Lions to see what they think about use of the kitchen. Councilman Langley <br /> asked if a deposit should be used for the kitchen. Councilman Beikman will check with the Lions. <br /> Petition: Attorney Currens introduced a petition for Lassiter,Fields,and Baker annexation with a public <br /> hearing set for March 3, 2015. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to approve payment <br /> of claims in the amount of$314,249.47. Motion carried 5-0. <br /> There being no further business to come before the town council at this time a motion was made by <br /> Councilman Langley with a second by Councilman Cook to adjourn the meeting. Motion carried 5-0. <br />
