Board of Zoning Appeals <br />Minutes <br />Thursday March 14th, 2019 <br />Members Present: Neal Allman, Perry King, Charles McGuire, Mike <br />Young and attorney Mel Daniel <br />Re organization: Neal Allman made a motion, seconded by Perry King <br />to name Mike Young as Chairman, motion carried 4-0. Mike Young <br />nominated Neal Allman as Vice Chairman, that motion was seconded by <br />Charles McGuire and passed unanimously. Mike Young then motioned <br />for Perry King to remain Secretary, that motion was seconded and <br />passed 4-0. <br />First item on the agenda is a special exception at 390 N Monroe St. <br />presented by Ross Holloway of Holloway Engineering. Ross stated that <br />owner Edward Owen was asking to allow the operation of an animal, <br />dog, day care in the existing building zoned B3. Ross explained that the <br />exterior of the previous IGA would remain visually the same other than <br />the garage door being installed for sanitation purposes, the interior was <br />being updated according to submitted plans to obtain permits, he <br />explained that all animal care would be maintained inside, other than <br />dropping off and picking up. Ross also stated the lack of negative impact <br />on the surrounding businesses and residential areas nearby. Mike Young <br />expressed concern for noise. Mike Young also questioned <br />advertisements seen on the Furry friends stay and play website <br />indicating overnight kenneling and child / animal care options as well. <br />Business owner Edward Owen clarified that these items were not being <br />sought at this time and acknowledged that any further requests would <br />again need to come before the Board or Commission. Building Inspector <br />Tim Bennett questioned the hours of operation, Monday to Friday <br />6:OOam to 9:OOpm, Saturday and Sunday 9:OOam to 9:OOpm. When no <br />further questions were asked Neal Allman called for a motion; Mike <br />Young made the motion to accept the special exceptions with the <br />conditions that the hours be only as stated, that there be no overnight <br />boarding, as well as no unattended children, Charles McGuire seconded <br />the motion with conditions and the motion passed 4-0. <br />
