MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, SEPTEMBER 12, 2019 6:OOpm <br />Members present: Harold Gutzwiller, Bill Boyd, Don Stultz and Dustin Stanley. School representative Dr. <br />Larry Moore was present. Redevelopment Commission Attorney Adam Steuerwald was present. Project <br />Manager Chelsey Manns was present. <br />A motion was made by Commissioner Stultz and seconded by Commissioner Boyd to approve the <br />executive session and public meeting minutes from August 12. The motion passed 4-0. <br />Financials were provided by the Clerk -Treasurer. Commissioner Boyd made the motion to approve the <br />monthly financials as presented. Commissioner Stanley seconded the motion, which carried 4-0. <br />Public Comment: No public Comment. <br />Gateway Project Update: Manns noted she has been working with Brent Callahan at the Parks <br />Department regarding the benches at Bicentennial Park and will continue to do so. <br />Manns shared that legal counsel is working through a Memorandum of Understanding formalizing an <br />agreement with INDOT regarding the previously approved participation in the High Street/SR 42 project <br />on the walking trail, lighting and sidewalks. The formal MOU will be coming before the Commission in <br />the coming months for consideration. <br />Old Business: Manns presented two change orders from Banning Engineering for updates to the <br />Mooresville Industrial Park. Project 18100R change order was presented in the amount of $6,750 for an <br />updated traffic study. Commissioner Boyd made the motion to approve the change order in the amount <br />of $6,750. Commissioner Stultz seconded the motion, which carried 4-0. Change order for project <br />19101 in the amount of $650 for additional easement work was presented. Commissioner Stultz made <br />the motion to approve which was seconded by Commissioner Stanley. The motion carried 4-0. <br />Attorney Steuerwald shared he's worked with Attorney Starkey at Barnes and Thornburg on the shell <br />building. Financing closed with First Merchants Bank on September 51h in the amount of $4,175,000. It <br />is expected the building will be completed at the end of the first quarter in 2020 or early second quarter. <br />Commissioner Gutzwiller shared this is a change from the additional costs submitted from Runnebohm <br />Construction due to requests of the Commission, including changes such as all four sides being pre -cast <br />tilt -up concrete as opposed to only two sides which was originally proposed. <br />Offering Sheets for the purchase of the Mooresville Industrial Park were due to the Clerk Treasurer's <br />Office and none were submitted. Manns noted that this was a statutory procedure and this will <br />streamline processes moving forward. <br />New Business: No new business. <br />Legal Update: No legal update. <br />Economic Development/Projects Update: Manns shared she's spent much of the month on the design <br />and construction coordination Merriman and Bethel roads. <br />
