March 17, Z020 <br />The Mooresville Town Council met in regular session on Tuesday, March 17, 2020 at 6:30 P.M. at the <br />Mooresville Government Center. <br />Council members present were, Council President Shane Williams, Councilwoman Jessica Hester, <br />Councilman Tom Warthen, Councilman Dustin Stanley, and Councilman Jeff Cook. Town attorney Chou-il <br />Lee was also present. <br />Dustin Stanley gave the prayer. <br />Motion was made by Councilman Warthen to approve the minutes of the February 18" Executive <br />Session meeting and seconded by Councilwoman Hester. Motion Carried 5-0 <br />Motion was made by Councilman Warthen to approve the minutes of the March 3rd meeting and <br />seconded by Councilman Stanley. Motion Carried 5-0 <br />Unfinished Business— <br />Second Reading of Southside Sewer Ord. No. 2-2020 - Scott Miller from Baker Tilly presented the new <br />rate report to the Council reflecting the construction bids. This ordinance will approve the Bond to fund <br />the awarded construction bid. Proposed construction costs for Phase One are $2,210,671, additional <br />non -construction costs are $387,454. The funding will be provided from three sources. $341,500 has <br />been approved out of the Food and Beverage fund, TIF funds $176,625 is designated for the bid <br />alternate. The balance $2,000,080 will be funded with the bond issue. He laid out in detail the revenue, <br />disbursement and repayment schedule that was in the report. He discussed how a user who uses 2,000 <br />gallons or less per month will see flat rate set at $23.91 per month. The next step is to introduce a rate <br />ordinance, and hold a public hearing. Council President Williams requested Mr. Miller to explain the <br />reason for two rate increases. The first increase will fund Phase One, and second increase to fund Phase <br />Two so as not to begin charging customers before the Phase Two project starts. Councilman Tom <br />Warthen made a motion to approve Ordinance 2-2020 Councilman Cook seconded Motion carried 5-0 <br />Award Southside Sewer Project Phase One (1) Bid - Ken Elliott from Banning Engineering came before <br />the council to discuss his recommendations for the awarding of the Phase One Bid. Banning Engineering <br />recommended awarding the bid to the lowest bidder Infrastructure Systems. Councilman Stanley <br />motioned to award the bid to Infrastructure Systems, motion was seconded by Councilwoman Hester. <br />Motion carried 5-0 <br />First reading on rezone for property at County Line Road and Heartland Blvd was presented by town <br />attorney. <br />New Business - <br />2020 Edit Plan - Per the state board of accounts every year the Town must implement a plan to use the <br />local income tax. In this year's edit plan $60,000 will be used for the Town's contribution to Morgan <br />County Economic Development Corporation. $340,000 will be used to help offset the town's Health <br />Insurance Fund, and $20,00 for the maintenance of the cemeteries. Councilman Warthen motioned <br />that the 2020 Edit Plan be implemented as written. Councilman Stanley seconded. Motion carried 5-0 <br />Police Commission Appointment — Jennifer Kasper submitted her application to be appointed to the <br />Police Commission. Councilman Cook, and Council President Williams presented their impressions of <br />Ms. Kasper to the council both having met with her. Councilman Cook motioned to appoint Jennifer <br />Kasper to the Police Commission, motion was seconded by Councilman Warthen. Motion Carried 5-0 <br />Planning Commission Appointment -John Robinson applied for the Town Employee seat on the Planning <br />Commission. Councilman Warthen made a motion seconded by Councilman Stanley to appoint John <br />Robinson to the Planning Commission. Motion carried 5-0 <br />
