1 1500 <br />March 20, 2020 <br />The Mooresville Town Council met in a special session on Friday, March 20th at 4:30 P. M. at the <br />Mooresville Government Center. <br />Councilman Warthen gave prayer <br />In accordance with Governor Eric Holcomb's executive order 20-04 issued March 17th 2020 <br />councilmembers had the option to participate in the meeting via electronic devices. This board will <br />continue to hold their meetings electronically until further notice. <br />Council members physically present were, Council President Shane Williams, and Councilman Tom <br />Warthen. Councilwoman Jessica Hester, Councilman Dustin Stanley, and Councilman Jeff Cook were <br />P <br />present via telephone. Town attorney Chou-il Lee was present via telephone. <br />New Business - <br />First Reading of Ordinance 4-2020 Waiving of sewer late fees declared during the emergency disaster— <br />Attorney Lee let the Council know that because of the emergency declaration from the governor the <br />Town can waive the sewer late fees during the emergency but that the rules would need to be <br />suspended in order to be able to pass Ordinance. 4-2020. Councilman Warthen motioned that the rules <br />be suspended in order to pass ordinance 4-2020 on the first reading with Councilman Stanley seconding. <br />Motion carried 5-0 by roll call vote <br />Councilman Warthen made a motion to pass Ordinance 4-2020 suspending section 7C of Ordinance 8- <br />2010 to temporarily waive the late fees on past due sewer bills. Councilman Stanley seconded. Motion <br />Carried 5-0 by roll call vote <br />Resolution 4-2020 Town response to Covid-19 Pandemic—This is a resolution to close the Town Hall <br />building and Clerk's office to the general public during the time of emergency to limit the number of <br />people congregating together with the exception of open door meetings, and allows the department <br />heads to determine who is essential personnel within their departments. Councilman Warthen made <br />the motion to pass Resolution 4-2020, motion was seconded by Councilman Stanley. Motion Carried 5-0 <br />by roll call vote <br />There was a discussion about the potential of extending paid leave to employees in the event that a <br />town department must close. Councilman Warthen motioned that in the event that any department <br />within the town has to close down then the employees that cannot work from home will be extended <br />paid time off to cover their wages and benefits for that period. Councilwoman Hester seconded. Motion <br />carried 5-0 by roll call vote <br />Legal — none <br />Town Council Comments — none <br />The next scheduled meeting of the Mooresville Town Council will be held on Tuesday, April 7, 2020 at <br />6:30 P. M. at the Mooresville Government center. <br />There being no further business to come before the council at this time a motion to adjourn was made <br />by Councilwoman Hester with a second from Councilman Stanley.
