Him <br />May 19, 2020 <br />The Mooresville Town Council met in regular session on Tuesday, May 19 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members physically present were Council President Shane Williams, and Councilman Tom <br />Warthen. Councilwoman Jessica Hester, Councilman Dustin Stanley, and Councilman Jeff Cook were <br />present via telephone. Town attorney Chou-il Lee was present. <br />Councilman Warthen gave the prayer. <br />A motion was made by Councilman Warthen to approve the minutes and the exhibits of the May 5 <br />meeting and seconded by Councilman Stanley. Motion Carried 5-0 <br />Unfinished Business — <br />Gateway Issues -Councilman Williams mentioned his displeasure with the maintenance of the gateway <br />(obelisk lighting, landscaping, handicap ramps flooded, etc.). He presented a list of items to be <br />addressed. David Moore shared possible solutions to some of the issues on Councilman Williams's <br />list. Mr. Moore mentioned plans were going into place before COVID for a traffic study. Mr. <br />Moore was asked by Councilman Williams if there was a traffic study done before starting the gateway <br />project, and there was not. Councilman Warthen reminded the Council that there was a resolution <br />passed that only essential Town work was to be done at this time. Councilman Williams stated the <br />landscaping is an eyesore and an embarrassment and will continue to put this item on the agenda until <br />a plan is made to rectify the situation. Councilwoman Hester voiced her opinion in support of the things <br />Councilman Williams said. Councilman Cook asked a few questions of labor requirements to maintain <br />the gateway. <br />There is revenue in a fund restricted to landscaping maintenance only. That fund has <br />approx. $16,000.00, and money is owed to that fund from the digital billboard company, which is in the <br />process of being collected. <br />Town Attorney Lee recommended sending a request for proposals for the landscaping to entertain <br />outsourcing. James Clark local landscaper voiced his opinion that he believed outsourcing the <br />maintenance would be a productive option to rectifying the situation at the gateway. <br />New Business — <br />The following businesses CF1's were presented to the town council for annual compliance review for <br />their tax abatements. <br />CF -1 Overton Industries, INC Motion was made by Councilman Warthen to approve substantial <br />compliance for Resolution 6-2017, Resolution 1-2019 and Resolution 2-2020 the three abatements for <br />Overton Industries. Councilman Stanley seconded. Motion carried 5-0 <br />CF -1 Olive Oak, LLC Having far exceeded their projections; a motion was made by Councilman Warthen <br />to approve substantial compliance for Resolution 3-2008, Resolution 6-2014 and Resolution 2-2017 the <br />three abatements for Olive Oak LLC Councilwoman Hester seconded. Motion Carried 5-0 <br />CF -1 Sun Polymers International, Inc. Because there is not an abatement needed at this time Councilman <br />Warthen made a motion to take no action on this CF -1. Councilman Stanley seconded. <br />Motion Carried 5-0 Town Attorney Lee will work with Clerk -Treasurer to send notice to Sun Polymers. <br />CF -1 Cornerstone Mooresville MOB Councilman Stanley made a motion to approve substantial <br />compliance of Resolution 9-2011. Councilman Warthen seconded. Motion carried 5-0 <br />CF -1 Creative Foam Corporation formerly Mt. Olive Inc. A motion was made by Councilman Warthen to <br />approve substantial compliance for Resolution 17-2015 Councilwoman Hester seconded. Motion Carried <br />5-0 <br />Town Comprehensive Emergency Operation Plan — Councilman Williams stated the plan still needs to be <br />updated. Councilman Warthen reminded him that during the April 14' meeting, Mr. Toomey of Morgan <br />County EMS said he was willing to help condense the document down to two or three pages. <br />Warthen made a motion to have the Department Heads work with the Morgan County EMS to revise <br />the plan. The Motion was seconded by Councilman Stanley. Motion carried 5-0 <br />
