July 7, 2020 <br />The Mooresville Town Council met in regular session on Tuesday, July 7th at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members physically present were, Council President Shane Williams, Councilwoman Jessica <br />Hester Councilman Tom Warthen, Councilman Jeff Cook, and Councilman Dustin Stanley. Town attorney <br />Chou-il Lee was not present. Kaitly Voller sitting in for town attorney Lee. <br />Councilman Warthen gave the prayer. <br />Motion was made by Councilman Stanley to approve the minutes of the June 16th meeting and <br />seconded by Councilwoman Hester, Motion Carried 5-0 <br />Motion was made by Councilman Warthen and seconded by Councilman Stanley to approve the minutes <br />of the May 7th joint meeting with the RDC. Motion carried 5-0. <br />Unfinished Business— <br />FMLA- A member of the police department is requesting leave under FMLA. Councilman Stanley made <br />the motion to approve the FMLA request. Councilwoman Hester seconded motion. Motion Carried 5-0 <br />Nepotism Policy — There was an ordinance to adopt the Indiana nepotism policy as the town <br />policy. Councilman Warthen raised concerns about changing the nepotism policy from what it is now. <br />Councilman Stanley mentioned that the employee handbook is in the process of being updated now, <br />and he was under the impression that the handbook will recommend becoming more aligned with the <br />state statute. Councilman Cook raised concern that there are currently violations of this ordinance <br />within the Town, but that will need to be checked against the hiring date and the implementaiton of the <br />ordinance. Councilman Warthen mentioned there were some employees grandfather in . <br />Councilwoman Hester voiced that she believes that the ordinance should not be changed while there is <br />a process in place to review it. Councilman Cook moved to adopt the ordinance to mirror the state <br />statute. Motion failed for lack of a second. <br />Summer Sewer Rate Program —This motion was tabled until the 3 and 4 month program ordinances <br />could be written and presented to the Council for consideration as they were not completed. <br />John Earhart presented himself before the Council to mention that he believed that the 4 -month <br />program was approved at June 161h meeting. There was discussion, but the ordinance had not been <br />written at that time to be approved. <br />Sewer hookup 655 State Rd 267 - Property owner Mike Cottrell presented an alternative <br />idea on how to hook in without going through a neighbor's property. Dave Moore discussed some of the <br />possibilities to be able to accommodate this request as far as the placement and installation of lines. The <br />fees and cost responsibilities were discussed. The suggestion was made to consult an engineer to <br />determine the best route. <br />Gateway Maintenance Bid — Dave Moore talked to the Council about some options to be able to update <br />and maintain the gateway landscaping. He recommended hiring some seasonal help to be able to keep <br />the maintenance in house. This would cost approximately $10,000. Councilman Stanley voiced his <br />support of Dave's recommendation. This option will allow maintenance to be done throughout the year <br />and form a solid plan for 2021. <br />Councilman Cook raised concerns about the ability of seasonal workers to effectively take on this <br />project. Councilman Warthen made a motion to temporarily move forward utilizing the Gateway fund <br />for materials, and fund labor from the utility department seasonal help up to $8000.00. Councilman <br />Stanley seconded. Motion Carried 5-0 <br />Gateway Update - Dave Moore gave an update on the repair of the torches. MW Electric gave an <br />estimate of 10k to $20k to replace lighting. <br />
