1551 <br />October 6, 2020 <br />The Mooresville Town Council met in regular session on Tuesday, October 6th at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members physically present were Council President Shane Williams, Councilman Tom Warthen, <br />Councilman Dustin Stanley, and Councilman Jeff Cook. Councilwoman Jessica Hester was present via <br />telephone. Town attorney Cho-il Lee was present. <br />Councilman Stanley gave the prayer. <br />A motion was made by Councilman Stanley to approve the minutes of the September 15th meeting and <br />seconded by Councilman Warthen. Motion Carried 4-0 with Councilman Cook abstaining. <br />A motion was made by Councilman Warthen to approve the minutes of the September 22nd Special <br />meeting and seconded by Councilman Stanley. Motion Carried 5-0 <br />Unfinished Business : <br />TOA SB -1 Declaratory - Public hearing was held. There were no public comments <br />made. Councilman Warthen made the Motion to close the public hearing, and Councilman Cook <br />seconded Motion Carried 5-0 <br />Councilman Warthen made a motion to approve Resolution 13-2020, Councilman Cook seconded. <br />Motion carried 5-0 <br />Powder Pro Coating Service Inc CF -1 Waiver of Non -Compliance - Public hearing was held, there were no <br />public comments made. <br />Councilman Warthen made the Motion to close the public hearing, and Councilman Stanley seconded <br />Motion Carried 5-0 <br />Councilman Warthen made a motion to approve Resolution 10-2020, Councilman Cook seconded. <br />Motion carried 5-0 <br />Councilman Warthen made a motion to approve the CF -1 for the personal property, councilman Stanley <br />seconded Motion carried 5-0 <br />Councilman Warthen made a motion to approve the CF -1 for the real property, councilman Stanley <br />seconded Motion carried 5-0 <br />Innovative Performance SB -1 and Declaratory Resolution of Waiver - Public hearing was held there <br />were no public comments made. <br />Councilman Stanley made the Motion to close the public hearing, Councilwoman Hester seconded <br />Motion Carried 5-0 <br />Councilman Stanley made a motion to approve Resolution 11-2020 Councilman Cook seconded. Motion <br />carried 5-0 <br />2021 Budget Adoption Resolution 14-2020 Paige Sansone with Baker Tilly Municipal Advisors was <br />present to answer questions, she stated that all of the budgets were balanced or above balanced, but <br />urged the council to take a conservative approach to budgeting during the pandemic and 2022. <br />There is an anticipation for a decrease in local income tax for 2022. Councilman Warthen asked about <br />the estimated budget for 2021 and 2022 being identical. Sansone stated if the typical 3% increase were <br />used to project 2022, there would be a negative net cash flow of about $67,000. With this resolution, <br />the budget cannot increase, but it can decrease. Baker Tilly is relatively confident in their COVID <br />impacted projections. <br />
