MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />Thursday, March 4, 20216:00pm <br />Mooresville Government Center <br />Commission Members present: Dustin Stanley, Ryan Taylor, Brian Culp, Dana Heidenreich and Virginia Perry. <br />School representative Dr. Larry Moore was also present. Redevelopment Commission Attorney Adam <br />Steuerwald was present, Project Manager Chelsey Manns was in attendance. <br />Commissioner Stanley called the meeting to order. <br />Minutes: Minutes were presented from the February 4 Public Meeting, Ryan Taylor made the motion to <br />approve the minutes. Commissioner Culp seconded the motion, which carried 5-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office. Commissioner Culp made the motion to <br />approve the financials as presented. Commissioner Perry seconded the motion, which carried 5-0. <br />Mooresville Business Center Update: Manns noted they hope to finish punch list soon and expect to close out <br />the project in May. <br />Shell building update: Need warm days to paint. There have been several leads for a buyer, but nothing <br />concrete. <br />Traffic engineering for SR 67 & Merriman Road Signal: Traffic Engineering proposal was reviewed. The survey <br />that was done previously can be used, saving money. The proposal is for $26,075. Commissioner Culp made the <br />motion to approve the contract. Commissioner Taylor seconded the motion, which carried 5-0. <br />Nice -Pak Update: They are investigating doing the tree removal in the fall ratherthan the spring, so there is no <br />agreement to present. <br />Refund (refinance) update: A letter to engage Barnes & Thornburg to work on refinancing outstanding bonds <br />was presented. Commissioner Perry made a motion to approve the letter; Commissioner Culp seconded the <br />motion, which carried 5-0. <br />A letter to engage Baker Tilly to work on refinancing the outstanding bonds was presented. Commissioner Culp <br />made a motion to approve the letter. Dana Heidenreich seconded the motion, which carried 5-0. <br />Commissioner Perry made a motion for Commission President Stanley to send out requests for proposals to the <br />prospective underwriters. Commissioner Culp seconded the motion, which carried 5-0. <br />Legal/Managerial Update: Manns spoke to INDOT about the signal at High and Monroe streets, but has no new <br />information. She has requested that they put the signal in near the beginning of the project because of <br />increased traffic due to other construction. <br />Reminded the commission that the project on High Street is an INDOT project. The commission is paying for <br />lighting, sidewalks and the bike path. The trees cut down were part of the INDOT portion of the project. <br />Review of Claims: The claims were presented in the amount of $38,288.23. Commissioner Culp made the <br />motion to approve the claims as presented. Commissioner Perry seconded the motion which carried 5-0. <br />
