He called for discussion of the minutes from the <br />February meeting. Mark Taylor pointed out that there were a few changes to be made to the minutes before they <br />could be approved, and made a motion to table the approval of the February minutes until the April Planning <br />Commission meeting. Perry King seconded the motion and the motion was approved unanimously. <br />Mr. Dieterlen then called for the presentation of a continuance from the February meeting, a rezoning at East <br />Hadley Road. Ross Holloway of Holloway Engineering pointed out that John Larrison was passing out the <br />handouts of the presentation to be shown on the screen. Beth Copeland addressed the Planning Commission to <br />clarify a point from the February meeting, stating that per the 2006 ordinance of PUDs 6.4 through 6.6, the zoning <br />of the property in question which changed the zoning from Agricultural to PUD -R is still in effect. All covenants <br />attached to the ordinance are in effect. The final detail plan is not in effect. Mr. Holloway asked Ms. Copeland if <br />the PUD -R could be changed by a new zoning request, and she replied that any property owner may request a <br />change in zoning. Mr. Holloway then stated that his client was requesting a zoning change from PUD -R to RIC <br />which applies to medium density housing. Mr. Holloway read out the development standards from the UDO, and <br />stated that the packet handed out by Mr. Larrison contained voluntary zoning commitments that they wished to <br />discuss, specifically: <br />• Roof pitch shall be 6/12 or steeper <br />• Conversion of the garage to living space is prohibited <br />• South and East sides of the development will have landscaping berm constructed with 3/1 side slopes, not <br />less than 5 feet in height. <br />Mr. Holloway showed multiple slides of the types of homes, generally the materials to be used in construction and <br />size of the homes. He pointed out that although these homes showed different types of facades, trim and window <br />treatments, dormer windows and trim shown would not be standard. He stated that commitments may include <br />that the same or similar design of home would be no less than two homes down on either side of the street, and <br />the same or similar home design would not be located directly across the street. Mr. Holloway showed slides <br />from the Builders of Association of the Greater Indiana showing median household income in Mooresville from <br />2010 to estimated 2025, then new home pricing from 2005 to estimated 2020, and finally New Home <br />
