Mooresville Metropolitan <br />Police Department <br />Board of Police Commissioners <br />Ernie Wilson <br />Fred Settle <br />MOORESVILLE POLICE COMMISSION MINUTES <br />These are the Minutes of the regularly scheduled meeting of the Mooresville Police Commission <br />held at the Mooresville Police Department on April 15, 2021. <br />MEMBERS PRESENT: Fred Settle, Ernie Wilson <br />ALSO PRESENT: Chief Kevin Julian, Attorney Charles Braun, PIO Brock Chipman <br />The meeting was called to order at 6:00 PM. <br />Ernie Wilson made a motion to accept the minutes from the April 15th meeting. Fred Settle <br />seconded. No discussion. Motion passed unanimously. <br />There was no old business from the Police Commissioners. <br />Chief Julian advised that his only old business was the Police Officer's Bill of Rights. <br />Attorney Charles Braun updated the Police Commissioners on the proposed bills that were <br />brought before the Indiana House of Representatives that could have had an impact of law <br />enforcement in the state. Attorney Braun also updated the Police Commissioners on the proposed <br />bills that did pass and the impact, if any, they would have on the police department. There was <br />discussion on the best way to approach the changing of the Police Officers Bill of Rights and/or <br />all of the SOP's currently being utilized by the police department. Chief Julian stated that he <br />would like the Bill of Rights updated now due to the fact that it is so outdated. Commissioners <br />Wilson and Settle agreed that it needed to be done soon with Commissioner Settle inquiring <br />about the funds to cover the cost. <br />Chief Julian presented the Police Commission with a copy of the new Reserve Officer Program <br />ordinance drafted by the Town of Mooresville's attorney. Attorney Braun recommended that the <br />new town ordinance have as much direction in it as possible. Attorney Braun stated his <br />recommendations for the town ordinance. There was discussion amongst the board members, <br />Chief Julian and Attorney Braun. <br />Chief Julian updated the Police Commission on the status of the three current probationary <br />officers. <br />Chief Julian updated the Police Commission on the status of the email servers, dispatch, the <br />tornado sirens and the construction on High St. <br />
